Mud pits must be allowed to dry or pumped before they are backfrlled and reclaimed. If <br />pumped, fluids would be disposed off Forest, at a Colorado State approved site. They <br />must be enclosed by a 4- strand, barbed wire fence while they are left to dry. <br />4. Reclamation efforts would be diligently pursued to insure that a minimum of ground <br />cover is established on all disturbed areas; a minimum 80% of the surrounding <br />undisturbed areas. <br />5. Disposal of sewage and trash would be at an authorized disposal site off the Forest. <br />Portable toilets must be provided for personnel working on the drill sites. If more than <br />one drill site is utilized during drilling activities, portable toilets would be provided at <br />each site. <br />6. The Licensee must clean up and remove all drilling equipment, surplus materials <br />(cement, etc.), trash, garbage, flagging, vehicles and other such materials from National <br />Forest System lands. <br />' VisualOuality <br />1. Where directed by the USDA -FS, the Licensee would be required to leave vegetative <br />screens in place to reduce visual impacts of drill sites and roads. <br />' Recreation <br />' 1. Drilling equipment (except for personnel conveyance) would not be mobilized on or off <br />the SSCEL area during the two days prior, on opening day, or on weekends during the <br />fast two rifle hunting seasons. <br />' 2.1.2 Mitigation Measures Included as Part of Proposed Action <br />' Throughout the analysis, mitigation measures are included to help reduce the overall impact of <br />the Proposed Action. Many of these mitigation measures reflect the USDA -FS Conditions for <br />Use (Section 2.1.1). In addition to the Conditions, new mitigation measures are identified <br />herein, and a summary is provided below: <br />1. Care would be taken to identify and avoid cavity snags prior to any disturbance. <br />2. Light shields would be installed to minimize fugitive light and ensure a dark sky <br />condition during nighttime drilling activities. <br />3. Cleared woody materials would be stockpiled and redistributed at pad sites. The <br />materials can be randomly placed in each area to conform to adjacent vegetation patterns. <br />4. Water pumps and high - pressure water lines are proposed to help minimize the need for <br />water trucks to drive along unpaved roads. <br />5. The soil surfaces would be prepared to facilitate successful seed germination and <br />establishment. The seedbed should be firm enough to prevent erosion, but loose enough <br />2 -11 <br />
