The road surface width would not exceed 14 feet, except in locations which require curve <br />widening, to allow a maximum of 30 feet. These locations must be identified on the <br />ground and approved by the District Ranger. <br />5. The Licensee shall provide for suppression and control of fugitive dust on roads used by <br />the Licensee or their contractors. <br />Biological Resources <br />1. With respect to goshawks and raptors (except American Kestrel), which may occur or <br />become established on the SSCEL during the life of the project, the following special <br />stipulation shall apply: <br />Conduct pre - construction surveys for nesting raptors on the SSCEL prior to any <br />surface disturbance. No surface activities would be allowed within 0.5 -mile <br />radius of active nest sites between the dates of February 1 and August 15, unless <br />authorized by the USDA -FS on a site - specific basis. <br />2. In order to preclude any potential disturbance to nesting purple martins in areas where <br />exploration activities would affect mature aspen stands, nest site surveys would be <br />performed prior construction to identify purple martin nesting activity. If active nest sites <br />are located, then access road development plans and/or drill hole locations would be <br />modified so that nest sites are not adversely affected or development timing be <br />constrained to preclude impacts during the breeding season (May 1 — July 31). <br />3. Drilling activities would be prohibited from December 1 to June 15 to protect elk on the <br />winter range for drill holes PRP -SS -4, PRP -SS -5, and PRP -SS -9. <br />Soils and Geologic Hazards <br />1. Temporary roads and drill pads would be designed to minimize erosion and <br />sedimentation. Drill pads would be sized to minimize surface disturbance. Drill pads <br />would be designed to prevent or diminish overland flow from entering the site during <br />precipitation events. Pad sites would be sloped to drain all spills on site precipitation into <br />the mud pits. If necessary, pits would be pumped out to reduce their content and insure <br />that overflow does not occur. Fluids would be contained and disposed at a State <br />approved site. <br />2. The Licensee would be responsible for soil preservation/protection and final reclamation. <br />The Licensee would be responsible for soil losses due to erosion and gullying. Topsoil <br />stockpiles would be located to minimize soil contamination or loss. Soil from mud pits <br />would be stockpiled for use during reclamation. Rock material would be stockpiled <br />separately. No soil generated from excavation, slide removal or other operations shall be <br />deposited within 100 lineal feet of any drainage with flowing water. <br />3. The Licensee would be responsible for controlling sediment on the drill pads and roads. <br />Sediment control devices would be used and may include (but not be limited to) silt <br />fence, straw bales or wattles. <br />2 -7 <br />
