Environmental Assessment Bowie Resources, L.L.C. <br />August 2005 Spruce Stomp Federal Coal Exploration License (150- 2005 43) <br />• Clarify where water supplied by the pressure hose and water tank will drain to as it is <br />used. <br />• Discuss effects to Terror Ditch and Reservoir Company water rights. Accomplish <br />drilling in a manner that prevents contamination of surface water and ground water, <br />either by introduction of communication pathways between previously distinct aquifers <br />and strata or by contamination due to surface activity. <br />• Proper monitoring of water quality and quantity above and below areas of activity. <br />• Analyze impacts of altered hydrologic conditions as a result of the Proposed Action. <br />Land Use. Access, and Road System <br />• Maintain roads in a manner that would not create drainage problems and potential <br />seedbeds for noxious weeds (vertical cut banks). <br />• Clarify whether the 6.4 miles of roads proposed to be reconditioned are currently part <br />' of the forest transportation system or have been used previously, closed, and currently <br />are not managed as open travel ways. Will this action change their designation? <br />' • Analysis of impacts from traffic on Highway 133 and NFSR 701. <br />• Explain how roads and other motorized routes are managed and will be managed. <br />' Include a detailed description of the current road type and condition. How will impacts <br />be minimized? Will temporary roads be closed to motorized use by the general public? <br />If so, how will they be effectively closed? Will roads be closed and obliterated to <br />' mitigate for road reconditioning or temporary road construction? Include maps of <br />existing roads and trails and how they are currently managed. <br />• Effects of the Proposed Action on existing special uses and authorizations. <br />Ranee Resources <br />' • Impacts to range improvements in the license area on the East Terror and West Terror <br />allotments. <br />' • Impacts on grazing management due to traffic - related failure to close livestock gates in <br />the past. <br />' • Tendency for livestock fences and gates to be left open during project activities. Of <br />particular concern are PRP -SS -9, PRP -SS -S, and PRP -SS -8 where installation of new H <br />braces and swinging gates is being requesting. <br />' • Complete construction and exploration activities in a timely manner to decrease the <br />effects on livestock distribution. <br />' • Evaluate the impacts to grazing and ranching operations. <br />1 1 -9 <br />
