Environmental Assessment Bowie Resources, L.L.C. <br />' August 2005 Spruce Stomp Federal Coal Exploration License (150- 2005 -43) <br />Recreation <br />• Include impacts to hunting, fishing, motorized recreation, general recreation, and <br />guiding operations, and the local economy associated with these activities. <br />Visual Quality <br />• Analysis of impacts from lights. <br />• Drill pad and road construction could affect the visual quality and viewshed as seen <br />from the Steven's Gulch Road. <br />Soils and Geolm <br />• Discuss reclamation and revegetation required for wells, wellheads, roads, pads, <br />collection ponds, etc., and the timeframe in which reclamation must be completed. <br />• Discuss impacts to water quality; road building or other impacts on steep, erodible or <br />unstable slopes; risk of landslips. <br />• Reshape all roads and drill pads to their approximate original contours. <br />• Clarify whether the roads associated with the Proposed Action will return to their <br />previous state at project completion. <br />• Upon completion of the Proposed Action, how will roads be effectively reclaimed and <br />closed? Will current existing roads, both classified and non - system roads be returned to <br />their original condition? Include evidence that road closing measures are effective. <br />Provide projections for pioneered roads that will result. <br />Cumulative Effects <br />• Analyze cumulative impacts of the Proposed Action with previous coal leasing, mining, <br />logging, livestock grazing, road construction and reconstruction, and consider the <br />impacts of any reasonably foreseeable exploration and development in the area. <br />• Discuss cumulative impacts for fie suppression, logging, livestock grazing, road <br />construction, & reconstruction. <br />1.7 Issues Not Carried Forward in the Analysis <br />The following issues were determined to be out of the scope of the Proposed Action, outside of <br />the project area of potential effect, or not affected by the Proposed Action: <br />Discuss risk of landslips, subsidence, and loss of spring flows and water holding capacity to <br />ponds and spring developments. <br />Subsidence and associated potential to cause loss to spring flows and water- holding <br />capacity to ponds would not occur as a result of coal exploration activities. <br />1 -to <br />
