Environmental Assessment Bowie Reso=es, L.L.C. <br />August 2005 Spruce Stomp Federal Coal Exploration License (150 - 2005 -43) <br />April, 2005. Project specific issues raised during these meeting were incorporated into the <br />project record and the environmental analysis. <br />■ Scoping generated written responses pertaining to the Proposed Action from six parties. One of <br />the respondents voiced opposition to the Proposed Action, and the remainder requested <br />t clarification of project details within the EA, suggested specific mitigation for the Proposed <br />Action, or requested assurance that specific areas of NEPA would be met. Records of the public <br />Scoping comments are maintained in the BLM project files. <br />1.6 Issues Carried Forward in the Analysis <br />Issues relating to the Proposed Action were derived from comments received during the public <br />scoping process. These issues, along with those raised by an Interdisciplinary Team (IDT), have <br />' been carried forward in the EA for analysis. These issues are presented below: <br />General <br />' • Documentation of how the Proposed Action relates to GMUG Forest Plan (GMUG <br />1991). <br />' • Sufficient bonding to cover costs of satisfactory reclamation and revegetation activities. <br />Air Ouali t <br />• Analysis of impacts from dust and other air pollutants. <br />Biological Resources <br />• Noxious weed infestations due to ground - disturbing activities. <br />• Concern of possible wildlife and livestock poisoning due to toxic substances. <br />• Project - related trash, materials, and equipment are often left on -site, which can be a <br />hazard to humans, wildlife and livestock. <br />• Evaluate the impacts to wildlife and plant communities. <br />• Document Management Indicator Species (MIS) analysis, including general population <br />and trend data. <br />• Document sensitive species and complete a Biological Assessment (BA) and Biological <br />Evaluation (BE). <br />• Include vegetation and important/unique /crucial wildlife habitat maps. <br />Water Resources <br />• Discuss quality of water after use for the Proposed Action and if any uses for <br />downstream water will be affected. <br />1 -s <br />
