Process <br />water discharges. are addrused under Part I.B ojthe permit; stormwater discharges are addressed under Part I.C ojthe permit <br />This will eliminate the need jot coverage under more than one permitfor mostsuch facilities. However, as discussed in Section 1!A,2.a <br />of the Rationale, somefacilities may wish to applyfor an individual permit instead, in order to take advantage ajsome federal e-(fluent <br />guidelines not inc/uded here. Additionany, as discussed in Section IHB ojthe Rationale, the Rater Quality Control Division of the <br />Colorado Department ofPublicHealth and Environment (the "Division ") retains the authoriryto require anyfaciliry to be covered under <br />an individual permit . <br />III. COVERAGE UNDER THIS PERMIT <br />A. Industrial Categories <br />The types ofjaciltties covered by this permit include all mining and quarrying ojnonmetallic minerals, except fuels. This is the <br />description ojStandard Industrial Class cation (SIC) Code ]4. Also, stormwarer from asphalt and concrete batch plants located <br />at sand and gravel operations is included berg due to their similarity to tke covered mines in pollution potential, and their <br />function as an adjunct to the mine operations. (The definition of asphalt and concrete Gatch plants can include the use of <br />recycled asphalt or connete.) Exemptions for Small Municiaali, <br />ThelntermodalSurfaceTransportahbn Efficiency Act ojl99l Section l068(cJ addedan exemption to thestormwaterregulations <br />for municipalities with less than 100, DOOpopulation. The term "municipality"includes cities, towns, counties, specialdistricts or <br />any entity created by orpursuant to State law. <br />Stormwnter discharges associated with industrial activity (except for airports, steam electric power plants, or uncontrolled <br />sanitarylandfr!/s), that are ownedor operated by a small municipality are not required to applyfororobtain a stormwaterpermit <br />until March I0, 1003. This exemption is only for dtschasges of stormwater. (Note: This exemption does not apply to other, <br />privately owned industries within the same smaAmunictpaliry.) <br />IV. CERTIFICATION <br />A.
