The General Permit system for regulatingsand and grave! production operations has worked well for <br />the State of Colorado. <br />The following minor changes have been made to the permit and Rationale during renewaL• <br />A. Small MunicipalitvExematian: TheRationalediscussiononthestormwaterpermittingExemptronsjorSmallMunicipalities <br />(Secnbn IIl.B) has been changed m include the March /0, 1003 deadline for permit coverage for municipally owned <br />industries. Thejaciliry <br />would continue m be covered under thrs general permit certifrcation until the individual permit is. issued. <br />D STORMWATER PROGRAM <br />As required under the Clean WaterAct amendments of 1987, the Environmental Protection Agency (EPA) has established a framework <br />forregulatrhgmuntcipalandindustrtalstormwaterdischarges. TliisfiameworldrundeitheNatiana1Po11utantDrschargeElimination <br />System (NPDES)program. The regulations (40 CFR JT2.26) requirespec~c types ofindustrialfacilities which dischargesrormwater <br />associated with industrial activity (mdustria! srormwater), to obmin coverage for this discharge under an NPDES permit. Facilities <br />which discharge industrial stormwater either directly to surface waters or indirectly, through municipal separatestorm sewers, must be <br />covered by a permit. <br />
