1. Discussion oflimttations:
a. Exceptions ro Federal Limiu: The 40 CFR 436 include some effluent limitations; which are not as strict ar, those listed
here. For example, thephosphate rockTSSlimit is less strict, andjor many ojthe subcategorize, which state "na discharge
ofpraces wastewater, "an exemption to that limit itpravided during certain precipitation evenu and in conjunction with
otherconditions. However,thispermitdounotincludethuerelaxedlimitr. This isageneralpermil duignedtocoverthe
widetpossible range ojfacilitic with similar wastewater characteristics. In effectively achieving this broadcoverage, the
permit must also be relatively simple. Therefore, some of the more individualistic os comp/ez permit /imitations are not
included in this permit
The Division doe not believe that there are a sufficiently large number ofsuch facilitiu in Colorado to warrant including
the exemptions in this generalpermit. Ifa permitiee wishu to take advantage ofthce exemptions, the permitlee must apply
for an individual permit.
