Ms. Maggie A. Koperski
June 22, 1977
Page 2
2. U.S.G.S. quads with pit locations to scale and a "locateable point"
are attached (2 copies of each for the Villard, Estey, Butler and
Davidson pits). We would agree that with the additional information
you request, it will be impossible to hear the Fedinec Pit at the
June meeting.
3. Timetable data as depicted in the application are approximate and
are a "best guess" at this time. Market demand is the governing
factor.
4. In each application we stated that operation would be less than 160
days per year. We now wish to formally specify that less than 70,000
tons per year of combined overburden and mineral will be removed from
each site.
5. At your request, we wiil delete alfalfa from ail seeding mixture,
substituting yellow sweet clover. Also, where we specify pubescent
or intermediate wheatgrass, we agree to use a combination of the two
at the recommended seeding rate rather than just one of the grasses.
S.C.S. recommendations as specified in the permit application will be
adopted except for the substitution of yellow sweet clover for alfalfa.
SPECIFIC PITS
Fedinec Pit: As stated earlier, we agree that because of additional information
requeste it will be impossible to hear this application at the June 23, 1977
meeting. By working with the staff, we hope the questions can be answered and
resolved so this application can be heard in July.
Davidson Pit:
1. A U.S.G.S. quad with the pit to scale and access is enclosed. The access
road is not included as affected area since this is a pre-existing road used
by Mr. Davidson for access to his home. The road will remain as is after
excavation and reclamation and will not be reclaimed.
2. In regard to the mining plan, 6"-12" of topsoil will be stockpiled at the
southeast corner of each phase. Overburden will be moved south to the previously
excavated segment and sloped to grade. On the final segment, the overburden will
be stockpiled on the southwest to be replaced at grade to complete reclamation.
Material will be processed by crusher on the south segment immediately adjacent
to excavation. Overburden has already been replaced to grade on the first segment.
3. Quillen Company agrees that finished contours will be at 3:1 rather than
2:1 as originally proposed-
4. To clarify the reclamation plan, overburden will be replaced to grade on
excavated areas within 1 to 12 years. Topsoiling and seeding will be completed
within 2 to 3 years - generally 2 years.
