Mr. Jack L. Hawkins -3-
January 10, 1984
9. Is the access road from G-50 Road to the northwest corner of the
^proposed permit area an existing road that will not need extensive upgrading
J for use in the mining operation? If the road is to be greatly upgraded as a
part of this operation, it should be included as part of the permit area.
10. Please clarify the status of the excavation area to date. Is tnis old
disturbance that you now plan to expand upon? If so, has topsoil been
J salvaged in the past? If you are now permitting an area that you have mined
in the recent past and, having found out about our Act, are now bringing into
compliance, this is satisfactory to our Division. However, all areas of your
old disturbance (including the haul road, if you constructed it as part of the
operation) should be included in the permitted acreage. Please clarify this
matter.
Exhibit C
1. Your map for tnis exhibit is helpful, but some additions are necessary.
The map should show a clear boundary for the six (or more) acres to be
permitted. All activities associated witn the mining operation should be
included within the permit boundaries and shown on this map. The map should
show the locations of all fixed equipment, topsoil stockpiles, product
stockpiles, the existing pit, sediment control structures (if any), and any
otner items crucial to your operation. Tne permit ooundaries snould be
expanded to include the haul road, as necessary. Set-backs from boundaries
should be indicated. The direction of mining may be shown by an arrow.
2. I have enclosed one copy of your map for your use in making needed
modifications (or you may wish to draw a new map). Two copies of the final
map should be submitted, however.
Exhibit 0
1. Water Resources - Please reference my comments about the ditches and
sediment control to the drainage as outlined under Exhibit B.
2. Vegetation - In order to get adequate vegetation infornation, amore
J quantitative estimate of cover is needed. Furthermore, amore diverse
re vegetation mixture is needed. The SCS can provide these items by producing
a CO-ECS-2 form and a CO-ECS-5 form for this site. These are actual SCS forms
which are typically used to provide vegetation information for our purposes.
Fxhihit F
1. Unless home building on this site can be demonstrated to be definite as
soon as the mining operation is over, a re vegetation plan for the site must be
a part of your plan. Tne SCS nas provided you with a plan, but this plan
needs some modifications to be acceptable to our Board.
a. The seed mixture needs to oe more diverse and composed of native
~ grasses to the extent possible. For an area such as this, the mixture
/ snould have at least three or four species and should be dominated by
natives, if possible. The SCS can provide you with such a mix.
