Mr. Jack L. Hawkins
-4-

January 10, 1984
b. Tne re vegetation plan should include plans for mulching (typically,
straw or hay at 3,000 or 4,000 lbs./acre), topsoil placement and
preparation, fertilization plans, and method of seeding (drilled or
broadcast). The typical seeding rate for reclamation seeding sucn as
this is 40 seeds/sq. ft. (drilled) or double that rate if broadcast
seeding is used. This rate includes the total for all seeds in the
mixture. Once again, the SCS can provide sucn a plan.
2. You should commit to stable, reclaimable slopes in final reclamation.
In order to have both staoility and re vegetation success, I suggest that you
commit to slopes no steeper than 3h :l v. You should also describe the plans
for the drainage of the flat pit oottom (perhaps toward the drain pipe at some
gentle slope).
3. You should consult with the ditch company concerning their preferences
for reclamation of the ditch if it is disturbed. h1y recommendation is that
you avoid the ditch entirely during mining. I nave gone into more detail as
concerns the El Coyote (or Don Quixote) Ditch under Exhibit B, question 5. In
any case, more detailed plans for reclamation of the ditch (as necessary)
should be submitted.
4. To what extent will reclamation be concurrent with mining? Tnat is, are
there areas which can be reclaimed before the entire area is mined out?
5. The landowner snould be consulted to get his cooperation in preventing
grazing on this site until vegetation is well establisned (typically, at least
three growing seasons after planting). Please clarify your plans in this
regard.
Exhibit G
J 1. Please submit an original of a signed, notarized statement from the
landowner, Mr. Dawson, that includes the legal description of the affected
land for this operation. Tne present statement does not nave sucn a
description and is not an original copy.
Exhibit H
1. Please provide more detailed reclamation costs. Tne amount of financial
warranty for a mining operation is determined by evaluating the costs to the
State of Colorado to do all necessary reclamation operations. given the
~,\ p typical costs to do reclamation on such a site and the activities necessary on
/ this site, I feel that the maximum amount of financial warranty for a limited
impact operation should be recommended to the Board. This amount is
$5,000.00. However, if you can show that the costs are less than $5,OJO.OU
and our staff ayrees, a lower amount could be recommended to the Board.
