No laboratory work was necessary for the <br />implementation of the RA on OUl or OU2. <br />IV. Summary of Operation and Maintenance. <br />A OUl <br />The Aspen/Pitkin Environmental Health Department has assured EPA that all necessary <br />institutional controls aze in place and aze being enforced. EPA has also been assured that <br />specified operations and maintenance activities are in place with the strict enforcement of the <br />institutional controls. These assurances aze necessary as part of the Consent Decree with the <br />County. <br />The Operations and Maintenance Plan is represented in its entirety by the Institutional <br />Controls :nacted for OUI. The Consent Decree and Pitkin County ordinances address the <br />monitoring and repair if necessary, of the capped azeas. <br />The Aspen/Pitkin Environmental Health Department has also initiated a blood lead <br />surveillance project for young children This project will be an ongoing effort and is designed to <br />accommodate between 20 to 40 young children. The project is scheduled for wart-up in the fall <br />of 1996 and will run through the fall of 1998. <br />B. OU2 <br />OU2 will continue to operate as a limited silver mining operation. During its operation, <br />OU2 will be subject to ongoing dust suppression, grading and recontouring (if necessa:,; ), and <br />crib wall construction (if necessary). There will be security on the mine site indefinitely The <br />existing '..:nce will be extended up the face of Smuggler Mountain to increase the security of the <br />property from Vespassers. ~ <br />These ongoing activities are required as part of the AOC with the mine site owners. !a <br />Further, the requirements of the AOC have been made a part of the mines site operating permit; `,,~~~ <br />and will be required throughout the life of the mine, to be enforced independently by EPA and the C,,,,` <br />State Mme Reclamation Board. ~'"" <br />V.
