Monitatine Requirements (continued) <br />Oil and Gtrase - In the event thu an oil sheen or floating oil is observed, a grab sample shall be collected, analyzed, <br />and reported on the appropriaze DMR. Ia addition, wrrcaive action shall be taken immediately to mitigate the <br />discharge of oil and grrase. A description of the wrrative action taken should be included with the DMR <br />Total Dissolved Solids (I'DS) monitoring is requited only for discharges to the Colorado River Basin. See specific <br />facility certification rationale to determine whether TDS monitoring is required. <br />Total phosphorus monitoring is required ady for discharges to the Dillon Reservoir drainage area (i.e., Ten Mile <br />Creek, Snake River, Blue River, and all odru tributaries to the Dillon Reservoir) and for discharge to the Upper Bear <br />Creek drainage area. See specific facility certification rationale to determine whether phosphorus monitoring is required. <br />C. DEFINITIONS OF TERMS <br />1. 'Continuous' measurement, is a measutrment obtained from an automatic recording device which wntinually meazurcs <br />provide measurements. <br />2. "Daily Maximum limitation' means the limitation for this parameter shall be applied as an instantaneous maximum (or, <br />for pH or DO, instantaneous minimum) value. The instantaneous value is defined as the analytical result of nay <br />individual sample. DMRs shall include the maximum (and/or minimum) of all instantaneous values within the calendar <br />month. Any instantaneous value beyond the noted daily maximum limitation for the indicated parameter shall be <br />considered a violation of this permit. <br />3. 'Grab' sample, is a single 'dip and take' sample so as to be represmtazive of the parametu being monitored. <br />4. 'In-sim' measuremrnt is defined as a single reading, observation or measurement taken is the field az the point of ` - <br />discharge. <br />5. 'lnstantaneotu' measurement is a single trading, obsrvazion, or measurement performed on site using existing <br />monitoring facilities. <br />6. 'New source' is generally defined as a wal mine (or roajor alteration to a coal mine) the wnsttuction of which <br />commr~r.~i Sfrer May 4, 1984. See 40 CFR 434.11(j) for the w[nple[e definition. <br />7. 'Quarterly ~~,~,Mt frequency' means samples may be wliected at any time during the calendar quarter if a <br />wntinual discharge occurs. If the discharge is intermittent, then samples shall be wllected during the period thaz <br />discharge ocnus. <br />8. "Settleable solids analytical procedure' is wmained in 40 CFR 434.64. The method detection limit for measuring <br />settleable solids undo this part shall be 0.4 m[/f. <br />9. 'Thirty (30) day average' means the arithmetic mean of all samples wllected during athirty-consecutive-day period. <br />The petmittee shall trport the appropriate mean of all self-monitoring satuple data wlletted during the calendaz month <br />on the Discharge Monitoring Reports. Samples shall not be used for more than one reporting period. <br />10. 'Total Metals' means the wnantrazion of metals determined in an unfilured sample followiag~ vigorous digestion <br />(Section 4.1.3), or the sum of the waceatntions of melds in both the dissolved and suspended fractions, as described is <br />Manual of Methods for Chemical Analysis of Wazer and Wastes. U.S. Environmental Protection Agency, March 1979, <br />or its equivalen[ <br />11. 'VisuZl.'.observazion is observing the discharge to chxk for the presence of a visible sheen or floating oil. <br />12. 'Water Quality Control Division' or 'Division' means the state Water Quality Control Division as established in <br />25-8-101 et al. <br />Additional relevant definitions are found in the Colorado Water Quality Control Ad, CRS §§ 25-8-101 d sea.. the <br />Rye ulatior~s for the State Discharge Permit System, 5 CCR 1002-2, § 6.1.0 et ses. and other applicable regulations. <br />
