EFFLUENT LIIvIITATIONS AND MONTIORIIVG REQUII2EMENfS
2. stormwater Management Plan (SWMP)
A stormwater Management Plaa (SWMP) shall be developed for the portion of each facility coveted by this section of
the permit. The SWMP shall be ptrpazed in accordance with good engineering practices. ('Ihe plan need no[ be
completed by a registered engineer.)
Tire plan shall identify potential sources of pollution (including sediment) which may reasonably be expected to affect the
quality of stormwater dischazges associated with the mining operation. In addition, the plan shall describe and ensure
the implementation of best management practices (BMPs) which will be used to reduce the pollutants in stormwaer
ducharges associated with mining activity.
Mining operations must implement the provisions of the SWMP required under this part as a condition of this
permit. The-0ivision reserves the righ[ to request and review the plans; and to require additional measures to prevent
and control pollution, as needed.
The SWMP shall describe all areas that have not been previously permitted, and which mat the defmition of a
stormwater duchazge in 40 CFR 122.26. Examples of such arras are roads and railroad lines used for transportation to
and from the site, outslopes of ponds, inactive loadoua, sites used for storage and maiartnance of material handling
equipment, and areas granted small arw exemptions.
a) SNMP Contents
The SWMP shall indudc the following items, at a minimum:
1) Site Map
The plan shall provide a site map or maps which indicate, at a minimum:
- Mitring si[e boundaries
- Access and haul roads
- stormwater outfalls and an outline of the drainage area of each stormwater outfall
- An estimate of the direction of flow
- Materials handling areas
- Each existing s¢uctural control measure m reduce pollutants in stormwater runoff
- Areas used for storage or disposal of overburden, materials, soils or wastes, including tailings pits or
Ponds
- Atlas used for mineral milling and processing
- Springs, streams, wetlands and other surface wazers
- Location of mine drainage or any other process wazer dischazge points
- boundary of area thaz contributes runoff to outfalls thaz ate subject to effluent limitations guidelines.
- Date the map was prepazed
2) Description of Potential Pollutan[ SourceslMaterial Saventory
The plan shall provide a description of all potential sources (activities and mer..;~[e) which may reasonably be
expected to add pollutanu to stormwaer discharges. Such sources may include haul roads, equipment storage
and maintenance aeeas, fuel storage areas, etc.
Ia each case where stormwater pollution potential exists, appropriate prevemive m~ai*rc tenter be taken and
documented.
