PART I Page No. 8 Permit No. COG-850000 EFFLUENT LIMITATIONS AND MONITORING REQUIItEMENTS 2. stormwater Manaeement Plan (SWMPI (continued) 3) Stormwazer Quality Controls Each mining site covered by this permit shall develop a description of stormwater quality controls appropriate for that site, and implement such controls. The appropriazeness and priorities of controls in the plan shall reflect identified potential sources of pollutants az the site. the description of stormwater quality wntrols shall address the following minimum wmponeass, including a schedule for implementing such conuols: a. SWMP Administrator -The SWMP shall identify a specific individual or individuals within the mining organiza[ion who is responsible for developing the SWMP and assisting the mine operator in iss implem~~nr~on. maintenance. and revision. b. Materials Handline and Spill Prevention -Where materials can impau stormwater runoff, BMPs thaz reduce the potential for contamination shall be described. For example, materials should be stored and handled is covered areas whenever possible [o prevent contact with stormwazer; fuels and other chemicals should be stored within berms or secondary containment devices to prevent leaks and spills from entering stormwater runoff. c. Erosion and Sediment Controls - Describe BMPs thaz willbe used to reduce erosion and prevent sediment delivery to Staze wazers. These should include structural (such as silt fences, sediment ponds, drop strucrures, check dams) and non-structural (such as mulching and revegetatioa) methods. Whenever a facility or a portion of a facility enters the oust-rninine phase, it is likely that the overall configuration of the site will change considerably. Prior to the time when new vegetation becomes established, the surface aeeas will be subject to potentially significant erosion. 1'he permittee will need to take adequate measures is order to ^~+~+,+,+~r this erosion az well as the erosion normally encountered during mining activities. d. Identification of Discharees other than Stormwazer -The stormwazer convryance system oa the site shall be evaluazed for the presence of discharges other than stormwazer, such as mine drainage, spoil springs, sanitary waste, or process water of any kind. The SWMP shall include a description of the results of any evaluation for the presence of dischazges other than smrmwazer, the method used, the date of the evaluation, and the on-site drainage points that were directly observed during the evaluation. b) Facility Inspections Qualified personnel identified by the operazor shall make a comprehensive inspection of their stormwater managemept rystem, az least twice per year (in the spring and fall), except as provided in paragraphs d and e, below. These comprehensive iaspeaions must be documwted and rnmmri~svi is tite Annual Repot (see Part I.D.2. of the permit). 1) Material handling areas, disturbed areas, areas used for material storage thaz are exposed to precipitation, and other potwtial sources of pollution identified in the SWMP in accordance with Part I.B:2.a)1) of this permit shall be inspected for evidrnce of, or the potential for, pollutanu rntering the drainage system. Structural stormwater management measures, sediment and control measures, and other structural pollution prevention measures identified in the plan shall be observed to ensure that they aze operating correctly. A visual inspection of equipment needed to implement the plan, such as spill response equipment, shall be made. 2) Bazed on the results of the inspection, the description of potential pollutant sources and pollution prevention measures identified in the plan shall be revised as appropriate within two weeks of such inspec7ioa. Such revisions shall provide for implementation of any changes to the plan in a timely mar,~K, but is no caze mote than 90 days after the inspection.
