Mr. Robert Liddle -2- August 23, 1984 <br />AREAS A AND C' <br />These areas involve deposits of coal and interbedded sands which <br />will require material excavation by machine. The plan has been broken <br />into nine categories, according to the items defined by the Division. <br />Those categories are restated, with our proposed plan comments following <br />each category. <br />1. Boundaries of areas to be affected, including access routes. <br />Refer to the areas designated A and C' on the attached map. Separate <br />access routes will be required for entry into those two areas, and <br />those access routes are designated on the attached map. Note that <br />the surface encompassing Areas A, B, B', C, and C' all are on U. S. <br />Steel Corporation's surface. <br />2. Equipment to be used. <br />The fleet of equipment that could be required to remove the coal and <br />sand material could include a dozer, a front-end loader with an approx- <br />imate 2 YD3 bucket, an approximate 10-ton truck, and a back-hoe. <br />Blue Ribbon visualizes, at this time, four options of using the equip- <br />ment. (a) A dozer could be used to pile up the material with a loader <br />picking up and carrying the material, in 2 YD3 increments, across the <br />designated access routes to the main road. (b) A dozer could be used <br />to pile up the material, with the 2 YD3 loader loading material into <br />the 10-ton truck for haulage off the designated area, using the access <br />routes. (c) The loader could pick up the material and transport it <br />across the access area. (d) A loader could be used to pick up the <br />material and dump it into the 10-ton truck for haulage off the area. <br />In any of these options, a back-hoe could be an additional requirement <br />in order to clean portions of the designated stream buffer zone by <br />reaching and bringing back that material into the areas designated A <br />and C' . <br />3. Timing and sequence of events. <br />The reclamation work would be performed in three phases. Phase I is <br />expected to require one week for removal of vegetation and any other <br />material not suitable for Blue Ribbon's intent of disposing of the coal <br />and interbedded sand material with other underground development waste. <br />Phase II would consist of the actual excavation of the coal and inter- <br />bedded sand material. Blue Ribbon has allowed four weeks to perform <br />this work. Phase III is planned as the planting phase to repair and <br />re-establish the riparian vegetation; one week has been estimated for <br />that task. A target date of November 16, 1984 has been set for com- <br />pletion of this reclamation work in Hubbard Creek. Working backwards <br />to establish a schedule, October 8th is the proposed date to begin <br />Phase I, October 15th the date to begin Phase II, and November 12th <br />the date to begin Phase III. Allowing for some minimum delays, Blue <br />Ribbon asks the Division to establish an actual deadline for the project <br />of November 30, 1984. <br />
