Winter Monitorine Exemption: The permittee asked jar a cam-over of the monitoring exemption jar pH, oil and grease and Jlow jar outfa[ls 004 and 008. This exemptiors allows mamhly monitoring in lieu of x~eekly monitoring during the period from November through February due to adverse weather conditions. The permittee also asked that this exemption be extended to outfalls 005, 009 and 011 on the same basis. The exemption is granted, however more specific language has been included in the permit to clarify that this exemption is only available where access would be hazardous to personnel. This is consistent with monitoring exemptions granted ro other permitees and is the only basis under which the Division believes we are justified in granting such an exemption. C. Reporting 1. Discharge Monitoring Reoort: Seneca Coal Company must submit a Discharge Monitoring Report (DMR) on a • quarterly basis to the Division. This report should contain the required summarization of the Pest results jar parameters shown in Tables VI-9 through VI-11 and Parr I.B.1 of the permit. See the permit, Part I.E.1. for details on such submission. 2. ~ecial Reoorts: Special reports are required in the evem oJa spill, bypass, or other noncompliance. Please refer to Part I.E. of the permit jar reporting requirements and Pan fl.A. for notification requirements.
