COLORADO DEPARTMEM OF PUBLIC HE
Rationale -Page 16, Permit No. CO-0000221
D. Additional Terms and Conditions
/.
discussed in Parr I.E.6. of the
AND ENVIRONMEA7; Water Quality Comrol Division
Signatory and cerrification requirements for reports and submittals
2. Materials Comainmem Plan: The pe 'tree has submitted ~m engineered spill plan. An update to the plan is
required to be filed within 90 days o the permit effective date, detailing all changes which have occurred since the
original srrbmiad. If no changes ha a attuned, a letter to this effect is required. For specific requirements, refer
to Part /.D.1. ojthe permit.
E. Waste Mrnimiurtion/Pollution
Waste minimization and pollution prevents' n are two terms shat are becoming increasingly more common in indusny
today. Waste minimization includes redu ing the amount of waste at the source through ciwnges in industrial processes,
and reuse and recycling of wastes jot the original or some other purpose such as materials recovery or energy
production. Pollution prevention goes -in-hand with waste minimization. /j the waste is eliminated at the frotu of
the line, it wiU nor have to be treated at ~e end of the line. The direct benefits to the industry are often significant -
both in terms of increased profit and in p • b[ic relations.
This program can affect all areas of proc~ss and waste control with which your industry deals. Elimination or red.tction
of a wastewater polbttant can also result fn a reduction of an air po[lutam or a reduction in the amount of hazardous
materials that you have to handle and/or sspose. .
This discharge pemsit does not specificall dictate waste minimization conditions su this time. We strongly encourcge the
permitree to develop a waste minimizatio plan. Several industries have already developed plans and found that
implememation resulted in substantial savings. Both the Calorculo Deparrmem of Puhlic Health and Environment and
EPA have information and resources avai~able to help you explore this topic. •
F.
