• areas where potential spills could occur outside of the <br />portion of the operation that contributes runoff to <br />areas subject to effluent limitation guidelines. The <br />equipment stored in the west yard could contain small <br />quantities of oil in gear boxes and reservoirs where <br />the potential for a spill is unlikely. A copy of the <br />Spill Prevention, Containment and Counter-Measure Plan <br />for the mine is attached to this SWMP. <br />f. Best Management Practices: <br />1) There are no areas where stormwater needs to be <br />diverted away from material handling and storage <br />areas to prevent stormwater contamination. <br />2) Material handling involves the loading of coal and <br />removal of coal that is spilled. There is no <br />potential for stormwater contamination where <br />material handling occurs. In the west yard <br />equipment is stored in an area where a oil <br />absorber is used to prevent any oil that may leak <br />or spill from entering stormwater runoff. <br />3) The sediment and erosion prevention practice for <br />each area is as follows: <br />• Elk Creek Facility: (see maps 5-034 & E8-3446) <br />EC1 The pond A outslope will be protected from <br />erosion and contributing sediment to state <br />waters using vegetation on the slope. <br />EC2 The paved access road to the mine site is <br />protected from sediment load by four separate <br />silt fences located within the borrow ditch <br />along the road. <br />EC3 Sediment load is controlled from the west <br />yard drainage by a berm and ditch system <br />where stormwater runoff is collected and <br />delivered to a silt fence and discharged from <br />the property at discharge point SAE-1. An <br />oil absorber is located in the west yard <br />drainage ditch to remove potential small <br />quantities of oil from the runoff. <br />EC4 The pond B outslope is protected from erosion <br />and sediment load primarily by vegetation. <br />Some areas of the outslopes vegetation are <br />thin but rills and gullies are not present in <br />these areas. This area will not be disturbed <br />• by mining operations and is unlikely to <br />7 <br />
