<br />haul road location have been discussed, including <br />relocating the public portion of Baptist Road to the <br />proposed haul road location as a 60-foot right-of-way <br />County road and having the gravel trucks use a <br />modified alignment of old Baptist Road. The appli- <br />cant is required to install "Stop" signs at the inter- <br />sections of the haul road and Baptist Road. The haul <br />road crossing and entrance to Baptist Road are in the <br />better locations available from a sight distance point <br />of view. The applicant has indicated that they will <br />limit the speed of the gravel trucks on the haul roads. <br />The speed limit for Baptist Road is 30 miles per hour. <br />Contract haulers will be primarily used. <br />Residential and gravel truck traffic will mix from the <br />Mitchell Avenue entrance to Interstate 25. This <br />distance includes the bridge over Monument Creek <br />and a crossing of the Denver & Rio Grande Railroad <br />tracks, as well as traffic associated with the Wood- <br />carvers' Museum and Santa Fe Trail. It is staff's <br />understanding that the level of traffic from the mining <br />operation will be less than that which occurred when <br />the other operations were active. Since the applicant <br />has avoid2d mixing with residential traffic in the <br />narrow section of Baptist Road, the Department of <br />Public Works has not objected to the entrance <br />locations or the traffic impact analysis. Because the <br />haul road will be private, County review of the design <br />is limited to entrance and crossing locations. <br />Lewis-Palmer School District #38 has raised con- <br />cerns regarding the mixing of school bus traffic and <br />trucks from the gravel operation. These concerns <br />include impacts on the already rough Baptist Road, <br />the effects of the bridge construction and detour on <br />the school-related schedules, and the commingling of <br />trucks and school busses on Baptist Road. Currently, <br />the District utilizes two (2) bus routes in the area and <br />has pick-ups in the morning and afternoon. Staff is <br />suggesting a condition be placed upon the applica- <br />tion that limits gravel truck use during specific times <br />of the day, corresponding to morning sct'ool bus use <br />at a time when many residents will also be going to <br />work. Although it is annually subject to change, the <br />current school bus schedule is 6:30 A.M. to 7:00 A.M., <br />8:10 A.M. to 8:25 A.M., 3:00 P. M. to 3:1 O P.M, and 4:00 <br />P. M. t0 4:15 P.
