The proposed special use will not cause significant air, water, or noise <br />pollution. <br />Air quality permits are required for the screen plant, <br />which is also equipped with a spray bar to minimize <br />dust. Air quality permits are also required for the <br />mining operation and haul roads. These permits <br />generally include a watering requirement, and the <br />application includes reference to maintaining a water <br />truck on site and watering of the haul roads and <br />Baptist Road from the haul road entrance to Interstate <br />25. <br /> <br /> Compliance with the EPA stormwater permitting <br /> process is required for mining operations. Erosion and sediment-related <br /> concerns have been expressed by the EI Paso <br /> County Department of Public Works, the Division of <br /> Wildlife, and Upper Monument Water Quality <br /> Management Association, and are of a concern to <br /> staff. Specific comments by the EI Paso County <br /> Department of Public Works regarding erosion <br /> control are attached, and may necessitate modifica- <br /> tion to the erosion control plan. <br />Some neighbors have expressed concerns regarding <br />possible noise levels of the operation. Staff would <br />note that the applicant has indicated that the hours of <br />operation will be limited to daylight hours between <br />7:00 a.rvt. and 6:00 P.M. Noise levels would likely be <br />highest during the first phase of the operation when <br />the screen deck and all operations are at or near <br />ground level. As the mining moves down, and to the <br />east, more of the operation will be located on the pit <br />floor below ground, which will help mitigate <br />operational noise impacts.
