<br />No floodplains or significant drainage areas will be <br />affected except for the haul road crossing of Beaver <br />Creek. <br />8. The proposed special use will not be otherwise detrimental to the public <br />health, safety and welfare of the present or future residents of EI Paso <br />County. <br />Gravel operations, by their extractive and visible <br />nature, will generally have some impact on sur- <br />rounding properties. Concerns regarding public <br />health, safety, and welfare are addressed through <br />various standards, findings, and conditions imposed <br />through the review of a request such as this. Gravel <br />operations generally have some public benefit also, <br />and are a response to market demand. Road gravel <br />of the type and quality produced from this proposed <br />operation is of limited availability in the northern <br />portion of the County. Of course, EI Paso County is a <br />principal user of road gravel in the County, and would <br />likely be a customer of this gravel pit. It is staff's <br />understanding that the closest source of gravel for <br />County roads is the Pikeview Quarry. Residents in <br />the northern portion of the County could receive an <br />indirect economic benefit by having aclose-by source <br />of gravel, thereby benefiting the overall public <br />welfare. <br />9. The proposed special use conforms or will conform with all applicable <br />federal, state, or other local laws or regulations. <br />If all required permits are secured and the site is <br />operated in conformance with the conditions of <br />required State and local approvals, staff is of the <br />opinion that the operation can conform with all <br />applicable regulations. <br />SECTION 35.13 <br />EL PASO COUNTY, LAND DEVELOPMENT CODE <br />1. The use is consistent with the EI Paso County Master Plan for Extraction <br />of Commercial Mineral Deposits, as amended. <br /> <br />
