STAFF NOTE: Construction by the County of a temporary detour and new
bridge over Monument Creek is scheduled to begin in the Fall of 1993.
POWERS BOULEVARD/MAJOR THOROUGHFARE TASK FORCES -Approved at
the April 15, 1993, meeting, subject to the following:
Stop signs and locked gates will be utilized at each access to Baptist Road,
truck crossing signs would be installed on Baptist Road, applicant will use a
detour which will be constructed and maintained by EI Paso County during the
construction of the new bridge over Monument Creek.
EL PASO COUNTY DEPARTMENT OF HEALTH & ENVIRONMENT - If an Individual
Sewage Disposal System is installed, all requirements must be met. Gravel pit
activities will need Air Pollution Emission Permits from the Air Pollution Control
Division for earthwork and gravel screens. A control plan is also required to
outline dust control measures. Approved sewer and water must be available at
the mineral extraction site. Any mining discharge into Beaver Creek will be
required to have proper permits from the Colorado Department of Health.
THE EL PASO COUNTY PARKS DEPARTMENT and the AIR FORCE ACADEMY had
no comment on the request.
THE TRI-LAKES FIRE PROTECTION DISTRICT has not responded.
THE CITY OF COLORADO SPRINGS had no comment, and the TOWN OF
MONUMENT has not responded.
Comments from LEWIS-PALMER SCHOOL DISTRICT #38 are attached. Of specific
concern is the current rough condition of Baptist Road, the construction plans for
the replacement of the bridge over Monument Creek, and commingling of school
busses and gravel trucks.
Comments from the EL PASO COUNTY SOIL CONSERVATION DISTRICT are
attached. Summarized, the comments recommend that 6" - 8" of topsoil be
used, topsoil stockpiles should be reseeded, erosion control provisions need to
be implemented, and a weed control plans is very important.
