• <br />STAFF NOTE: Construction by the County of a temporary detour and new <br />bridge over Monument Creek is scheduled to begin in the Fall of 1993. <br />POWERS BOULEVARD/MAJOR THOROUGHFARE TASK FORCES -Approved at <br />the April 15, 1993, meeting, subject to the following: <br />Stop signs and locked gates will be utilized at each access to Baptist Road, <br />truck crossing signs would be installed on Baptist Road, applicant will use a <br />detour which will be constructed and maintained by EI Paso County during the <br />construction of the new bridge over Monument Creek. <br />EL PASO COUNTY DEPARTMENT OF HEALTH & ENVIRONMENT - If an Individual <br />Sewage Disposal System is installed, all requirements must be met. Gravel pit <br />activities will need Air Pollution Emission Permits from the Air Pollution Control <br />Division for earthwork and gravel screens. A control plan is also required to <br />outline dust control measures. Approved sewer and water must be available at <br />the mineral extraction site. Any mining discharge into Beaver Creek will be <br />required to have proper permits from the Colorado Department of Health. <br />THE EL PASO COUNTY PARKS DEPARTMENT and the AIR FORCE ACADEMY had <br />no comment on the request. <br />THE TRI-LAKES FIRE PROTECTION DISTRICT has not responded. <br />THE CITY OF COLORADO SPRINGS had no comment, and the TOWN OF <br />MONUMENT has not responded. <br />Comments from LEWIS-PALMER SCHOOL DISTRICT #38 are attached. Of specific <br />concern is the current rough condition of Baptist Road, the construction plans for <br />the replacement of the bridge over Monument Creek, and commingling of school <br />busses and gravel trucks. <br />Comments from the EL PASO COUNTY SOIL CONSERVATION DISTRICT are <br />attached. Summarized, the comments recommend that 6" - 8" of topsoil be <br />used, topsoil stockpiles should be reseeded, erosion control provisions need to <br />be implemented, and a weed control plans is very important. <br />_, <br />
