Material would be removed using conventional dozers and loaders, and then
processed through a portable screen deck located on the pit floor. No washing
of the material is proposed. It is anticipated that an average of twenty (20) to
thirty (30) feet of gravel could be removed with a maximum depth of approxi-
mately 70 feet. The top four (4) to six (6) inches of topsoil and subsoil would be
removed and stockpiled for later reclamation. The topsoil stockpiles are
intended to be located above the high wall at the west end of the pit.
The site would be primarily operated in the summer, but depending on weather
could operate year round. The proposed hours of operation are 7:00 A.M. to
6:00 P.M., Monday through Saturday. The estimated annual production is
seventy five thousand 75,000 tons per year, with a projected life of ten (10)
years.
Access to the site is planned to be via private haul road, to be constructed by the
applicant, that would "T" into Baptist Road opposite the proposed Mitchell
Avenue extension that was constructed by the developers of Forest Lakes. The
exact access road alignment has not been finally determined, pending additional
discussion regarding County participation in relocating the public portion of
Baptist Road. Trucks entering and leaving the mining area would be required to
cross a narrow section of Baptist Road before entering Baptist Road at a
different location. As an alternative, a new public section of Baptist Road may
be constructed, and the gravel trucks may be utilizing the old Baptist road that
runs in front of the Dellacroce residence. The applicant estimates an average of
fifteen (15) daily trucking operations (fifteen (15) trips each way) will be
generated from the site, with a maximum of twenty-five (25). The application
indicates that trucks will be marked and identified in a manner that will allow for
registration of complaints.
According to the mining plan, reclamation is intended to be sequential or con-
current, and includes final grading, replacement of topsoil, fertilization, and
seeding with a cool season grass mix. Equipment and human activity will be
kept off a reclaimed area for two (2) years.
THE COLORADO DEPARTMENT OF TRANSPORTATION comments that, based
upon fifteen (15) round-trips per day, the operation will not impact the Baptist
Road and Interstate 25 Interchange. All loads leaving the site are requested to
be covered.
EL PASO COUNTY DEPARTMENT OF PUBLIC WORKS -Applicant needs to submit
an erosion control plan for review and approval. No objection provided that the
applicant complies with the recommendations of the Powers Boulevard/Major
Thoroughfare Task Forces. Copies of the comments regarding the subsequently
submitted drainage and erosion control are attached.
/ .
~r
