The A-4 <br />zone was deleted and changed to the RR-3 (Rural Residential) District by the <br />County in 1991. The property has historically been used as a working cattle <br />ranch, with several gravel mining areas located on site. One of the gravel areas <br />was developed and utilized by the County for a period of time. A portion of the <br />proposed access road utilizes a haul road previously used for mining vehicles. <br />Mining at the site ceased several years ago, and all State reclamation bonds <br />were released. This resulted in the relinquishment of any previous noncon- <br />forming status. The applicant will be applying fora 112 Mined Land <br />Reclamation Board (MLRB) mining permit through the Colorado Division of <br />Minerals and Geology. <br />Several revisions to the originally submitted mining plan have taken place in <br />response to staff comments, the latest being July 6, 1993. Copies of the June 8, <br />1993, revisions were provided to all review entities. <br />SUMMARY OF THE PROPOSAL: The proposed mining operation would be an open <br />pit sand and gravel excavation, operated in overlapping phases of five (5) to <br />eleven (1 1) acres. A total of 14.6 acres of impacted area with an additional 3.0 <br />acres for the haul road and 2.4 acres for the sediment pond is requested. As the <br />mining plan is now drafted, mining would begin in the southerly and westerly <br />phase, creating the high wall while utilizing intervening ridges for screening. As <br />mining then progresses to the second phase reclamation of the first phase <br />disturbed area would begin. As mining progresses north and east a dis- <br />appearing foreground would result, with the already revegetated high wall being <br />most visible. Existing ridge lines ~n the north and east will be retained to pro- <br />vide visual screening. <br />l <br />`~` <br />
