<br /> <br />STAFF NOTE: The revised mining utilizes four (4) to six (6) inches of topsoil <br />rather than four (4) inches as identified in the original submittal. <br />THE COLORADO DIVISION OF WILDLIFE comments that the area is excellent wildlife <br />habitat. Specific concern is raised regarding the necessary crossing of Beaver <br />Creek with the haul road, and the Division of Wildlife needs to review the <br />crossing design with respect to mitigation of aquatic and riparian impacts. <br />Erosion associated with drainage ditches and culverts used in conjunction with <br />roadways should be addressed, to avoid siltation and sedimentation impacts to <br />Beaver Creek. Silt fences and/or straw bale check dams should be installed. If <br />topsoil is stored more than one year, it should be seeded. The Division recom- <br />mends the disturbed area be fenced to exclude livestock, and that oakbrush <br />should be replanted. A copy of the Division of Wildlife's comments is attached. <br />STAFF NOTE: The revised mining plan depicts locations of straw bale check <br />dams and includes the intermittent transplanting of Oak brush. The <br />Division of Wildlife has reviewed the revised plans and verbally indicates <br />they would have no additional comments as long as the Beaver Creek <br />crossing design and construction is coordinated with their office. <br />THE UPPER MONUMENT WATER QUALITY MANAGEMENT ASSOCIATION <br />commented that the old mining area (no longer active) is still creating erosion <br />problems, which should be corrected in association with this application. The <br />small pit which has served as a catch basin is nearly full and will soon overflow <br />with sediment that could affect the nearby stream. The consensus of the <br />Association was that, as long as sequential reclamation was occurring and <br />erosion and sedimentation is minimized, there was no objection to the request. <br />Comments from the COMPREHENSIVE PLANNING SECTION are attached. The site <br />is located within the Tri-Lakes Comprehensive Planning Area. The Plan <br />includes several policies and objectives directed toward preservation of visual <br />character, and emphasizes the need for drainage and erosion control. <br />The Master Plan for the Extraction of Commercial Mineral Deposits depicts <br />gravel deposits in or near the vicinity of this site. <br />The Major Transportation Corridors Plan delineates the southwesterly extension <br />of Baptist Road as an arterial road. <br />The following entities have not responded to staff's referral: <br />Forest Lakes Metropolitan District <br />Denver and Rio Grande Railroad <br />
