germinate. Reseeding will be done in the fall to enhance revegetation potential
• based on precipitation patterns.
• Using hand tools, if rill/gully areas are small, to make repairs. If hand tools are
not practical, mechanical equipment will be used.
2.05.5 Post-Minin¢ Land Use
This section requires a narrative which describes the use of surface coal mined lands
following reclamation of these ]ands.
The pre-mine land use of the area to be disturbed is rangeland/~vildlife and irrigated pasture.
The condition of rangeland/wildlife is considered poor due to the absence of soil over much
of the area. Vegetative productivity (Exhibit 5, Vegetation information) is very low.
Productivity of the irrigated pasture is much higher.
The proposed post-mining land use will be primarily for livestock usage. Limitations of
available soil preclude any significant improvement to the area to be disturbed. A
redistribution of the present soil resource should result in some improvement to the
productivity potential of the area. In addition, careful selection of reclamation seed mix
which contains palatable species adapted to this type of site should improve the availability
of forage for both livestock and wildlife.
• The proposed post-mining land use is compatible with adjacent land use. The surrounding
area is essentially of the same type and condition.
Hazards to public health and safety and threats to water flow or pollution will not occur
through the proper and timely reclamation operations described in 2.05.4.
The plans for post-mining land use have been prepared under the supervision of and
reviewed by a registered professional engineer.
Water and Air Quality Control Techniques
Steps to be taken to comply with the Clean Water Act and other applicable water quality
laws and regulations and health and safety standards, include a comprehensive drainage and
sediment control plan described in Sections 2.05.3 and 2.05.6. With respect to compliance
with the Clean Water Act, Kaiser has a discharge permit from the Colorado State
Department of Health under the National Pollutant Discharge Elimination System (NPDES).
Compliance with this permit serves to effect compliance with the Clean Water Act and the
Colorado Water Quality Control Act. A copy of the permit is presented in Exhibit 8,
NPDES Permit.
2.05-15
