<br />Our spill contingency plan is as followse <br />a. The person(s) on site at the time oP the spill will begin <br />countermeasure actions and commit the company's resources as necessary to <br />mitigate and clean up the spill. <br />b. If a spill occurs, the spill will be contained within the secondary <br />containment area. If too great a quantity is spilled to be contained <br />within the secondary containment area of either tank, the tertiary <br />containment system, which has the capacity to contain the combined <br />quantity of both storage tanks, will contain any excess material. <br />c. The source of the spill will be identified and the flow oP material <br />will be stopped if this action poses no danger to personnel. <br />d. Absorbent materials that will be kept on site will be applied to the <br />spill in sufficient amounts to absorb all free liquid. Spent absorbent <br />materials will be collected, containerized and removed from the site for <br />proper disposal . <br />e. Once that the spill has been controlled and materials have been <br />collected and secured, the site will be inspected for cleanliness and any <br />components of the containment system that may have been damaged or removed <br />in the clean up operation will be repaired or replaced. <br />f. When the spill has been cleaned up, the material will be transported <br />to the proper disposal Facility. Disposal and incident reporting will be <br />done according to prevailing Federal and state regulations. <br />3. The topsoil that will be removed and placed in storage will not be <br />replaced within one growing season. All of the soil that is removed will <br />be placed in stockpiles on site. The side slopes oP all of the topsoil <br />stockpiles will be graded to 3~1 or gentler gradient. <br />The topsoil stockpiles will be revegetated with streambank wheatgrass <br />(Sodar), which is one of the grass species that was recommended by the <br />Shavano Soil Conservation District. Revegetation oP the topsoil <br />stockpiles will occur during the Pall of the year following its removal <br />and being placed in storage. Typically the best time to do this is <br />November. <br />4. At the completion oP mining activities, and when the topsoil has been <br />replaced onto the affected areas, the entire site will be revegetated with <br />the seed mix that was recommended by the Shavano Soil Conservation <br />District in their January, 1994 letter regarding reclamation of the <br />sub,)ect site. <br />5. United Companies concurs with your recommendation that the Final grade of <br />the highwalls of the excavated area should be sloped to a gradient that is <br />gentler than 2~1, which you suggest may hinder revegetation and may be <br />inappropriate for the post-mining land use. For these reasons we commit <br />to grading the final slopes of the highwall to 3~1. <br />2 <br />United Companies of Mesa County lnc. <br />
