Trucks hauling gravel from the site shall not utilize <br />the 18-foot right-of-way section of Baptist Road except <br />for construction of the haul road or until the proposed <br />realignment/by-pass for Baptist Road is approved and <br />constructed for public travel to the satisfaction of the <br />E1 Paso County Department of Public Works. The <br />applicant shall be responsible for the construction and <br />maintenance of the private haul road. The speed limit <br />on the haul road shall not exceed 20 miles per hour, and <br />the applicant is responsible for installation of "stop" <br />signs on the private haul road at locations entering or <br />crossing Baptist Road. Prior to commencing construction <br />of the haul road, the applicant shall obtain and provide <br />a copy to the Planning Department, valid access <br />permit(s) from the E1 Paso County Department of Public <br />Works and any necessary Federal, State or local <br />construction permits for the Heaver Creek crossing. <br />Submittal and approval of design plans for the Beaver <br />Creek crossing and an erosion control plan for the haul <br />road shall expressly be a condition of the granting of <br />the access permits. With the exception of extracting <br />gravel for the haul road construction, no mineral <br />extraction shall take place until the haul road or <br />by-pass road has been constructed and all traffic <br />devices have been set in place, which are satisfactory <br />to the E1 Paso County Department of Public Works. The <br />applicant is responsible for compliance with any <br />conditions placed upon the approval of the access <br />permit. <br />4. Prior to beginning operations, the applicant shall <br />develop a weed control plan to the satisfaction of the <br />Soil Conservation Service. <br />The duration of this Use Subject to Special Review shall <br />be limited to ten years from the date of Board of County <br />Commissioners' approval. This i~ not intended to limit <br />the Board of County Commissioners' ability to <br />periodically review this project under Section 35.8(D) <br />of the E1 Paso County Land Development Code. <br />6. A copy of the E.P.A. Stormwater Management Plan and <br />permit application shall be submitted to the E1 Paso <br />County Planning Department and the E1 Paso County <br />Department of Public works for review and comment when <br />required by the Stormwater regulations. <br />PAGE <br />437 <br />
