Stormwater Requirements Iconlinuedl <br />i) An inventory and narrative description of significant materials that have been treated, stored or disposed of <br />in a manner to allow exposure to stormwater from January 1, 1990 to the present; method of on-site <br />storage or disposal; and materials management practices employed to minimize contact of these material. <br />with stormwater runoff between January 1, 1990 end the present. <br />ii) A list of significant spills and significant leaks of toxic or hazardous pollutants that occurred at the facility <br />from January 1, 1990 to the present. <br />iii) For each mining site area that generates stormwater discharges with a reasonable potential for containinc <br />pollutants, identification of the potential pollutants which are likely to be present in the stormwater <br />discharges. <br />iv) A summary of any existing discharge sampling data describing pollutants in the stormwater discharees. <br />5) Stortnwater Ouality Controls. The SWMP shall include a description of stormwater quality controls to be <br />implemented et the West Elk Mine. The control measures shell reFlect identified potential sources of pollutants <br />at the site. The description of stormwater quality controls shall address the following minimum components, <br />including a schedule for implementing such controls: <br />i) SWhIP Administrator -The SWMP shall identify a specific individual or individuals within the mining <br />organization who is responsible for developing the SWMP and assisting the mine operator in its <br />implementation, maintenance, and revision. <br />ii) Risk Identification and Assessment -The SWMP shall assess the potential of pollutant sources at the mine <br />to contribute pollutants to stotmwater discharges associated with mining activity. Each of the followine <br />shall be evaluated for the reasonable potential of contributing pollutants to runoff: <br />- loading and unloading operations; <br />- outdoor storage of chemicals or equipment <br />- outdoor milling or processing activities; <br />- historic mine drainage; <br />- tailings ponds; <br />- crushing facilities or significant dust and particulate generative activities; <br />- on-site waste disposal practices; and <br />- stockpiles of overburden, raw material, intermediate products, byproducts, finished products or waltz <br />products. <br />Factors to consider include: the toxicity of the materiel; quantity of chemicals used; amount of material <br />processed; the likelihood of contact with stormwater; and history of significant drainage, leaks or spills of <br />toxic or hazardous pollutants. In each case where stormwater pollution potential exists, appropriate <br />preventive measures must be identified and implemented. <br />iii) Preventive Maintenance - A preventive maintenance program shall be included. The program shall <br />involve maintenance of stormwater management devices (e. g., maintenance of dikes separating mine <br />drainage from slormwaler, cleaning oil/water separators and catch basins, etc.), as well as maintenance of <br />equipment and systems to prevent conditions that could cause breakdowns or failures resulting in discharees <br />of pollutants to surface waters. <br />INnI{I' G/9/93 <br />
