PART I
Page 20
Permit No. CO-00:3877G
E. SPECIAL REQUIREMENTS
:. Stormwater Requirements fconlinu•e"~
iv) Good Housekeeping - Good housekeeping requires the maintenance of a clean, orderly facility. This part
of the SWMP should address cleaning and maintenance schedules, trash disposal and collection practices,
grounds maintenance, etc.
v) Spill Prevention and Response Procedures -Areas where potential spills can occur, and their
accompanying drainage points, shall be identified clearly in the SWMP. Procedures for cleaning up spills
shall be identified in the plan and made available to the appropriate personnel.
vi) Best Management Practices -The SWMP shall contain a narrative description of the appropriate
stormwater tttanagement practices for the West Elk Mine. Based on an assessment of the potential of
various sources at the site to contribute pollutants to stormwater discharges associated with mining
operation, the plan shall provide estimated dates of compliance for when the measures determined to he
reasonable and appropriate shall be implemented and maintained. Any existing controls should also he
discussed. The description of the BMPs shall include:
(a) Stormwaler diversiion: Describe how and where stormwater will be diverted away from material
handling and storage areas to prevent slormwater contamination.
(b) Materials handling and spill prevention: Where materials can impact stormwater runoff, practices
that reduce the potential for contamination shall be described and implemented.
(c) Sediment and erosiion prevention: Describe practices that will be used to reduce erosion and prevent
sediment delivery to State waters.
vii) Employee Education -The SWMP shall include an employee education program to inform personnel at all
levels of responsibility of the components and goals of the SWMP. Education should address topics such as
spill response, good housekeeping and material management practices. The SWMP shall identify pzriodic
dates for such instruction.
viii) Tatting For Non-Stormwaler -The SWMP shall include certification that the discharges have been testzd
or evaluated for the presence of non-stormwater discharges such as mine drainage, contaminatzd sprints.
sanitary waste, or process water of any kind. The certification shall include a description of the results of
any test for the presence: of non-stormwater discharges, the method(s) used, the date of any testing, and the
on-site drainage points that were directly observed during the test. ]f the czrtification is based solely on
interpretation of the regulations, a justification of this interpretation must be included.
6) Comprehensive Insozction. The SWMP shall identify qualified personnel who shall inspect designated
equipment and mine areas at appropriate intervals specified in the plan (at least twice a year, in the sprine and
fall).
7) Recordkeepine end lntemal Reoortine Procedures. The SWMP shall identify procedures for recordkeeping and
internal reporting.
IN nlll' 0/9/97
