PART I <br />Pagr 18 <br />Permit No. CO-0038776 <br />E. SPECIAL REQUIItEMENTS <br />2. Stormwater Reauit~rtenls <br />a. General Limitations <br />1) Stormwater which mixes with process water or mine drainage is subject to effluent limitation guidelines. <br />2) Slormwaler discharges from active or inactive mining operations activities shall not cause or threaten to cause <br />pollution, contamination or degradation of State waters. <br />3) Bulk storage structures for petroleum products and other chemicals shall have adequate protection so as to <br />contain all spills and prevent any spilled material from entering Stale waters. <br />h. Stormwater Management Plan -Contents and Requirements <br />A current Stormwater Managentenl Plan (SWMP) shall be maintained for the portions of the Wesl Elk Mine <br />that are covered by this sution of the permit. The SWMP shall include the following items, at a minimum: <br />I) Description of Minine Activities. The plan shall provide a narrative description of the mining end associate.l <br />activities taking place at tht: West Elk Mine, or having taken place in the past, which affect or may affect <br />stormwater runoff intended to be covered by this permit. The narrative description shall report the total acreage <br />within the mine site and an estimate of the number of acres of disturbed area. ' <br />2) Area Subject to Effluent Limitations Guidelines. The SWMP shall describe the portions of the site which <br />contribute runoff to areas sabject to efFluent limitations guidelines contained in 40 CFR subchapter N. <br />3) Site Mao. The plan shall provide a site map or maps which indicate the following information, at a minimum. <br />For the entire area: <br />- mining/milling site boundaries and access and haul roads; <br />- equipment storage, fueling and maintenance areas; <br />- materials handling areas; <br />- areas used for storage of overburden, materials, soils or wastes; <br />- areas used for outdoor manufacturing, storage or disposal of materials; <br />- location of mine drainage or any other process water; <br />- tailings piles/ponds, both new and pre-existing; <br />- mine drainage or any other process water discharge points; <br />- springs, streams, wetlands and other surface waters; and <br />- boundaries of areas that contribute runoff to outfalls that are subject to effluent limitations guidelines. <br />For those areas outside of dhe areas that contribute runoff to outfalls that are subject to effluent limitations <br />guidelines: <br />- an estimate of the direction(s) of flow; <br />- stormwater outfalls and an outline of the drainage area of each stormwater outfalls <br />- each existing structural control measure to reduce pollutants in stormwater runoff; and <br />- the location of impervious strucmres (e.g. parking lots, roofs, etc.) <br />4) Description of Potential Pollutant Sources/Material lnventorv. The plan shall provide a description of potential <br />sources which may reasonatdy be expected to add pollutants to stormwa[er discharges. The plan shall identify <br />all activities and materials which may potentially be pollutant sources. This description of sources should agree <br />with sources identified on the site map.
