Construction Plan ' <br />The construction of the stoker loading facility will take place <br />as follows: Refer to the Revised Map 21, Existing Structures-North for <br />additional detail. <br />I <br />1. The stoker loading facility will encompass approximately 6.5 <br />acres, of which approximately 2.9 acres will be new disturbed <br />area for the rail siding area, 0.6 acres will be new disturbed <br />area for the borrov+ area, and approximately 1.0 acres will be new <br />disturbance for the sediment pond and topsoil stockpile, for a <br />total additional disturbed area of 4.5 acres. <br />2. All available topsoil will be removed from all affected areas in <br />accordance with Section 2.05 of the Colowyo Permit Aplication. <br />3. Approximately 45,000 cubic yards of fill material will be <br />excavated from the borrow area and moved to the rail siding area <br />as shown on the Revised Map 21. The borrow material consists of <br />primarily fragmented sandstone, siltstone and clay material, <br />similar to the material used in the construction of the adjacent <br />Gossard loadout. <br />4. After the removal of fill material from the borrow area the <br />disturbed slopes will be regraded to a maximum 3:1 slope. After <br />• regrading, approximately eight (B) inches of topsoil will be <br />replaced onto the borrow area disturbance. The area. around the <br />loading pad will have the outer slopes regraded to a maximum 3:1 <br />slope and will not be covered with topsoil to avoid future <br />contamination. All remaining topsoil in excess of that needed <br />for the borrow area reclamation will be stockpiled in the area <br />shown on the Revised Map 21. Prior to seeding, all areas will be <br />chiseled or otherwise ripped to reduce compaction of the seed <br />bed. Surface drainage and sediment control will be achieved as shown <br />on the Revised Map 21. A ditch located to the south and east of <br />the disturbed area will serve to collect and direct sediment and <br />runoff to the sediment pond located to the northeast. The <br />railspur on the western edge of the pad will serve to contain any <br />• drainage in the pad area. The cc al loading area is designed such <br />that all of it's surface drainage will flow to the north into the <br />sediment pond. A thirty (3G) inch culvert will be constructed to <br />
