• direct the water that collects between the existing rail and the <br />new stoker siding to the sediment pond. <br />The hydrologic calculations for the sediment pond and ditch <br />design are attached as Exhibit A. <br />Operations Plan <br />Colowyo's original primary crusher adjacent to the Colowyo pit <br />wil] be modified to crush and screen the stoker coal. No additional <br />disturbance will be necessary for this operation. The stoker coal will <br />then be loaded into 50-ton or 30-ton highway trucks and hauled down the <br />present access road to the loadout. The stoker coal will then be <br />stockpiled at the stoker loading facility to be subsequently loaded into <br />rail cars using front-end loaders. <br />Reclamation Plan <br />It is anticipated that the life of the stoker facility will be <br />concurrent with the life of the Colowyo Loadout facility. Reclamation of <br />the stoker facility will take place concurrent with the loadout facility. <br />Final reclamation will proceed in accordance with the approved plans <br />addressed in Rule 2.05 Operations and Reclamation Plans and Rule 4 <br />• Performance Standards in the Colowyo ermit Application, which will result <br />in the stoker siding being graded to blend with the Surrounding topography, <br />topsoiled, and revegetated.- <br />Bondinv <br />Construction of the stoker loading facility adjacent to the <br />existing loadout will result in an additional disturbance of approximately <br />4.5 acres, of which 0.6 acres will be borrow area and will be reclaimed <br />immediately following construction, 0.35 acres will be a topsoil stockpile, <br />and 0.65 acres will be a sediment pond that will remain as part of the post <br />mining land use in accordance with 4.05.6 of the Colowyo Permit <br />Application. The remaining 2.9 acres would be reclaimed upon the <br />completion of the Colowyo mining operation. <br />The bonding calculations detailed below indicate that the <br />additional disturbances could be reclaimed for approximately $6,140. <br />Colowyo feels that its current bond in the amount of $4,311,643.00 has <br />sufficient contingencies to provide bonding for this small disturbance <br />which would potentially increase the bond by only 0.14 percent. <br />Utilizing the bonding cost factors and production factors that <br />were submitted to the Division on July 26, 1982, the projected bonding <br />calculations would be as follows: <br /> <br />
