<br />DEFICIENCY RESPONSE 7 <br />A. T'he runoff from the Bates-Hunter mine facilities will drain <br />onto the Central City streets as there is no sewer system. <br />B. Above the Waste Rock Dump is the abandoned Lawrence Street. <br />On the abandoned Lawrence Street, CCCM has constructed the <br />Treatment Pond and uses the rest of the area as a parking and <br />storage area. The parking and storage area has been sloped to <br />channel runoff water to the Treatment Pond. As a result, no <br />runoff water will be able to run onto the Waste Rock Dump. <br />C. Runoff water does not enter the mine opening. <br />D. Runoff water in the tailings area is channeled to the south <br />by thc~ access road and the berm located along North Clear Creek. <br />As shown on the Golden Gilpin Mill General Facilities Map, the <br />water is then channeled into Pond 4. <br />E. TP~e berm referenced in the permit application is designed to <br />control runoff and will serve to control sediment from the mill. <br />DEFICIENCY RESPONSE 8 <br />At this time CCCM cannot provide documentation that ties <br />ownership from Gunnell to CCCM. However, a title search of <br />Gilpin County records to document the transfer of title of the <br />water rights from Gunnell to CCCM is ongoing and will be provided <br />to the MLRD when this information becomes available. <br />The water from North Clear Creek is available for use in the mill <br />on a year round basis. <br />DEFICIENCY RESPONSE 9 <br />A. The Golden Gilpin mill which was constructed in the 1940's as <br />well ais several other gold mills which have operated on the <br />present Golden Gilpin mill location for approximately the last 75 <br />years, are located on a 100 year floodplain. <br />However, the entire town of Blackhawk which includes the <br />Blackhawk firehouse, lumber yard, gas station and the Colorado <br />Department of Highways shop are also located on the 100 year <br />flood plain. <br />B. The 2 foot berm is located approximately 20 feet above the <br />present level of North Clear Creek. The top of the berm is also <br />located approximately 10 feet above the level of Highway 119. In <br />the event of a 100 year storm event, the water will cross over <br />Highway 119, flow down the east side of the canyon and completely <br />avoid 1;he Golden Gilpin tailings impoundment area. <br />The berm and access road shown on the Golden Gilpin General <br />3 <br />
