The area surrounding the shop and fuel-storage facilities were graded and <br />• graveled. The area is designed with the capability of containing materials <br />accidentally spilled as required by Department of Health SPCC guidelines. The <br />SPCC plan is not currently in effect at this time because Sun Coal Company does <br />not store fuel or have a permit to mine coal. Water supplies and sanitation <br />facilities were designed and constructed to meet Colorado State Health <br />Department and Routt County Environmental Health Department standards. <br />Haul Road. The haul road was designed and constructed in Sections 14 and <br />23, Township 6 North, Range 87 West, during the summer of 1977 after Sun Coal <br />Company had been granted CMLRD Permit 76-61. Prior to construction, Sun Coal <br />Company conducted a geotechnical assessment to attempt to locate the right-of- <br />way in the pre-mine access road right-of-way in order to minimize additional <br />environmental impacts while preserving the existing hydrologic balance. In <br />• addition, Sun located the road to minimize potential impacts to the existing <br />environment while maintaining an acceptable road grade that would be geotech- <br />nically stable and which complied with Mine Safety and Health Administration <br />Safety requirements. Geotechnical studies conducted by Robert W. Thompson Inc. <br />in 1977 (currently in CMLRD's files) were used to anticipate potential instabil- <br />ity problems and were conducted to provide road construction guidelines. <br />Sun Coal Company, using the Robert W. Thompson recommendation, constructed <br />a haul road. The road (Map 8) is about 2.8 miles long with a vertical rise of <br />about 950 feet, with an average grade of 6.3 percent, having grades varying from <br />3.0 to 9.5 percent. The road profile is presented on Figure 2.05.3-1, and <br />representative road cross sections are presented on Figure 2.05.3-2. Cutslopes <br />along the haul road range in height from a few feet to 20 feet and have slope <br />. ratios ranging from 1 to 1.5:1 (horizontal to vertical). The 35-foot-wide road <br />was ditched on both sides in order to receive water from hillside slopes and the <br />- 164 - (Rev. 5/86) <br />
