<br />EXHIBIT C: Part h of this Exhibit states that only minimal amounts of water will be needed for <br />dust control with some possibility of there also being a need for wash water but there is no <br />~/ estimate of the amount of water [hat may be needed for these uses as is required for this Exhibit. <br />l~ Please provide your best estimate of the amounts of water needed for dust control and, if needed, <br />for wash water. <br />EXHIBIT C: Parts i and j of this Exhibit indicate that ground and surface water will not be <br />intercepted or disturbed within the proposed permit azea but in Part I it is stated that berms and <br />~~V silt fences will be used as means to prevent off site drainage. This latter statement indicates that <br />there is a possibility that the proposed operation could disturb the quality of local surface water. <br />These statements within the same Exhibit appeaz to be in conflict. <br />The narrative for this Exhibit should be revised so as to eliminate this apparent conflict. <br />EXHIBIT C: The operation will involve such processing facilities as a concrete batch plant and <br />an asphalt plant which employ water, chemicals and hydrocazbons .There is, however, no <br />mention of what steps will be taken to minimize disturbance to the quality of local groundwater <br />from potential dischazges of chemical pollutants or polluted water from these facilities. <br />The narrative for this Exhibit should be revised to include what measures aze being taken to <br />minimize possible disturbances to local groundwater quality from dischazges of chemical <br />pollutants or polluted water from the concrete batch and asphalt plants. <br />EXHIBIT D: The introductory statements for this Exhibit also include mention of the use of silt <br />fences, check dams, and silt pits as measures to be taken to minimize disturbance to the <br />prevailing hydrologic balance. Use of such measures is commendable but where and how will <br />these measures be employed. Part a of this Exhibit requires that these features must be shown on <br />~~ the Exhibit E Map and they do not appeaz on that map. Neither is the treatment of these features <br />during reclamation of the site discussed. <br />The narrative for this Exhibit should be revised to include mention of the treatment of these <br />storm water control measures during reclamation of the site. (These storm water control <br />measures should also be shown on the Exhibit E Maps as appropriate.) <br />EXHIBIT E-MINING PLAN MAP: 1)This map does not show the name of the owner of record <br />of the surface land immediately west of the proposed permit azea. 2)Although an agreement to <br />compensate Mr. Pantaleo for damages to his fences to the west and north of the permit area have <br />been provided, these fences and their owner aze not indicated on this map. 3) Ownership of the <br />power line should also be shown. 4)The map does not show the direction in which the <br />construction material extraction will proceed or, as mentioned earlier, the outline of the pit itself. <br />
