<br />James Dillie <br />Division of Minerals and Geology <br />Page 2 <br /> <br />Dust Complaints: <br />Scott Miller with the Department of Health in Grand Junction called regarding the <br />fugitive dust issue since he had received some complaints on our Colona Pit. He <br />inspected the site and has found that it is in compliance with the Air Emissions <br />Dust Control Plan. As long as we comply with the Control Plan, we are not in <br />violation of the Clean Air Act. <br />Admittedly, the strong winds have caused some problems with surface dust. This <br />has occurred during extreme conditions, which hopefully will subside soon. <br />The delays that we experienced in opening the operation caused that we begin the <br />preparations to mine during the windy season. The utmost effort was made to <br />minimize fugitive dust caused by stripping of the topsoil and building of the <br />berms. We were able to control the dust on all but the most extremely windy <br />days. <br />It was imperative that we begin operations at the Colona Pit immediately after <br />receiving the Reclamation Permit due to a backlog of work that is reliant on the <br />pit for gravels and asphalt. <br />We have proceeded 1n a deliberate, organized manner to develop the property such <br />that it could be accomplished as economically and efficient as possible. We have <br />remained sensitive to our obligation to the Permit and the residents, and remain <br />committed to accomplish these obligations in as timely a manner as is practical. <br />Relocation Of Mail Boxes: <br />The mail boxes and paper boxes were moved in order to widen Highway 550 South, <br />which was required by the Colorado Department of Transportation. The moves were <br />done in a timely fashion and it was thought that the boxes were reinstalled at <br />the original height. The mail carrier came by on the two separate days that the <br />boxes were being moved and did not have a complaint or comment about the manner <br />in which they were being moved or reinstalled. <br />The fact is that the location of the boxes to which we did move them is a <br />substantial improvement from the original locations. Originally, the boxes were <br />situated in the highway right-of-way very close to the edge of the roadway. We <br />have moved them farther away from the edge of the road so the carrier has room <br />to pull off the highway with a bit of a safety zone between the mailboxes and the <br />through traffic lanes. Also, the residents no longer have to stand right on the <br />edge of the highway in order to retrieve their mail and newspaper. <br />It seems incredible that a paper carrier couldn't find a paper box that was moved <br />only 15 feet from its original location. <br />Blocking Of Becker's Access Road: <br />For a few days, there was quite a bit of activity along the access road and at <br />the intersection of the access road with Hwy 550 South. <br />United Companies of Mesa County, Inc. <br />
