It is disappointing <br />that animosity still exists over the development of the property into a gravel <br />mine. We are able to see that we must double our efforts to establish a peaceful <br />relationship with these folks. <br />Ooeratina Hours: <br />No agreement was ever made with anyone regarding operating hours. The crushing <br />operation was not discussed at all at the first "neighborhood meeting". The <br />operating hours of the asphalt plant and the gravel operation were discussed, <br />however, but no commitments were made regarding limits of hours or days. The <br />bulk of the discussion was based on questions regarding our Grand Junction <br />operations, especially what times our hot plant ran and what times the gravel pit <br />was open. The response was a description of a typical day at each, which <br />included operating hours of 7:00 a.m. to 5:00 p.m. I recall that some of the <br />people at that meeting, particularly the Martins and Beckers, were convinced that <br />the asphalt plant would run for 24 hours a day. We assured them that this would <br />not be the case, but no schedule was set. <br />It is possible that Mrs. Becker inferred, from these discussions, that all <br />operations at all times would be limited to 7:00 a.m. to 5:00 p.m. <br />This issue was discussed at the pre-hearing conference and it was made clear that <br />it is normally a county zoning issue, but it is not regulated in Montrose County <br />at this time. We were specific in our position that we would not agree to a set <br />period for operations since it was not regulated by the County and is not within <br />the jurisdiction of the Division of Minerals and Geology. <br />United Companies o/ Mesa County, Inc. <br />
