It <br />is possible that the Delta-Montrose Electric Association personnel were <br />responsible since they did a considerable amount of work in that immediate area <br />while they were installing electrical power to the site. <br />United personnel also did work in the area, but we made an alternate route for <br />the users of the access road for the period of time that we were widening the <br />highway and installing a culvert for the access road. We did not leave <br />unattended equipment blocking the roadway for an extended period of time. <br />Our Frustrations: <br />It seems that communications have not gone well with the nearby residents, <br />particularly with Mr. Todd Richardson, Ms. Janice Becker and Mrs. Dorothy Becker. <br />I'm certain that the source of complaints is the disappointment of not prevailing <br />in their effort to defeat our reclamation permit application. They are often not <br />realistic in their expectations. Their understanding of the way things are to <br />be is distorted by their desire to still defeat or hinder our operation. They <br />have erroneously inferred a considerable amount from some of the discussions that <br />simply is not accurate, or true. <br />We do become frustrated, particularly when the complaints are frivolous, in our <br />estimation, and are clearly an attempt to derail our operation. We understand <br />that we must attempt to be more patient with these folks with the hope that we <br />can become more tolerant of each other. <br />We would appreciate some patience and understanding from our neighbors in our <br />initial efforts to develop the mine and to comply with our agreements as time, <br />resources and climate permits. <br />We are grateful to you and the Division for the guidance that you have provided <br />in this process.
