<br />EAGLE COUNTY SPECIAL USE APPLICATION - SUPPLEMENTAI. DATA page 2 <br />Haulage and loading of the mineral resource will have some <br />negative impacts on the community. These impacts are visual <br />and noise related primarily. Haul routes will require operation <br />on less than 4 blocks of the Town of Gypsum's streets and <br />loading will be conducted strictly on D. & R.G.W. R.R. right- <br />of-way. There is approximately 1~ mile of county road, 1 mile <br />of federal highway and less than 4 mile of town streets im- <br />pacted by trucking. This hauling and loading will be accomp- <br />lished only during normal working hours. The hauling and load- <br />ing operation will be managed such as to keep noise and air <br />quality within county and state regulations. <br />Livestock grazing allotments exist in this area. Ldithin the <br />animal unit month allotment boundary there are several areas <br />designated "not suitable for grazing". The applicants feel <br />certain that this development. will fall generally within the <br />confines of "not suitable fox' grazing" designated areas. The <br />applicants understand the "open range" concept and tt~e opera- <br />tion will be fenced ,ss required for safety and security or <br />otherwise managed so as to provide for animal safety, both <br />domestic and wildlife. <br />There exists little cildlife elements within the confines of <br />our development area and no known endangered species or critical <br />wildlife areas. Our operations policy caill be established to <br />maintain and support existing, wildlife by periodic and on-going <br />contact with Coloradn's Division of Wildlife representatives. <br />The development will require no change in the existing community <br />center and should not impact the school system or other institu- <br />tional infrastructure; should add no significant cost burden <br />to the town or county; promotes no strip development; and <br />minimizes impacts, both visual and physical, on scenic corridors <br />and on agricultural lands. <br />2. We feel that the long-term effects of this development will <br />benefit the area. The possibility exists that, as mining pro- <br />gresses, a natural land fill site could be generated cahich the <br />county could use with t11e BLM's permission. Controlled, main- <br />tained and monitored solid waste disposal caould certainly be an <br />asset to Eagle County when compared to existing dumping practices. <br />In the interim, this mining operation could positively impact <br />indiscriminate dumping since the activity will provide more <br />observers which may discourage this dumping. <br />Presently there are minimal travellers on Trail Gulch Road. <br />Road improvements required by this operation should enhance <br />public access to public lands. The development, through proposed <br />reclamation and access improvements, should provide better <br />recreational opportunities than are presently available and <br />should provide better overall use of public lands. <br />R.
