The developers <br />plan to establish markets which will support limited growth to the <br />mining and sales of raw gypsum. This natural resource extraction and <br />processing can be accomplished in an environmentally satisfactory <br />manner which will provide additional economic benefit to the county <br />and to the Tocan of Gypsum. <br />The aroposed mining operation is considered by the applicants to be <br />best use of the resource in this area. This operation conforms in its <br />entirety with the final Environmental Impact Statement prepared by the <br />Bureau of Land Management (following several months of public input) <br />for the Glenwood Resource Area of which this site is a part. The <br />mining operation is planned to utilize existing physical features to <br />support better economic recovery and to assist in reclamation in accor- <br />dance with Colorado Mined Land Reclamation standards. In accord with <br />these considerations we offer the following: <br />1. The proposed use is viewed by the developers as compatible <br />with other existing uses in the area. This development is in <br />harmony with the natural environment - gypsum and };ypsite out- <br />crop over the entire area with no topsoil and sparse natural <br />vegetative cover. There are no significant unique landforms <br />present that require protection. <br />The area in general has historically been used for solid waste <br />disposal and is still frequently used fur ille,cal solid and <br />organic oraste clumping. <br />The site of initial operation is isolated and invisible to the <br />Town of Gypsum and to I-70 travellers. Only occasiontrl Trail <br />Gulch road users will see the mining and crushing operation. <br />The only visual, sound or vibration impacts which should be <br />noted by neighboring residents as a result of the mining and <br />processing operation would be from infrequent blasting. We <br />hope that blasting will not be required for economic extraction. <br />'Phe operation shall be conducted within emission regulations of <br />the Colorado Department of Health Air Quality Control Commission. <br />Off-road vehicle use can be noted in and around this area. <br />Although this use would be restricted within the ccinfines of <br />active mining, crushing and storage areas, the impacts should <br />be temporary. Ultimately the operation should allow better access <br />for. this use and provide, through slope reclamation, as much or <br />more trail opportunities. Snow-mobiling is a popular cainter time <br />use in this area. Snow-mobiling could be assisted since this <br />development will provide better winter access to these areas by <br />virtue of increased road maintenance and road improvements which <br />will be required and supported by this operation. <br />
