Rule 6.4.4 Exhibit D- Mining Plan <br />7. Please state if any existing ditches and roads on the property will be mined through. If so, <br />please state the owners/easement holders of the structures, and provide notarized consent <br />agreements to mine through the structures. As an alternative, the applicant can commit to <br />maintaining a 200-foot mining off set distance, or provide an engineering evaluation to mine <br />closer than 200 feet. <br />8. Please describe all haul roads that will be utilized for the mining operation and locate the <br />roads on the applicable exhibit. Rule 6.3.3(g) requires the applicant to specify the <br />dimensions of any existing or proposed roads that will be used for the mining operation. Any <br />improvements necessary on existing roads and the specifications to be used in the <br />construction of the new roads needs to be described in the permit and included as part of the <br />permitted acreage. The applicant will need to specify the construction methods, dimensions <br />and the drainage/runoff conveyance structures of all new and upgraded roads. The applicant <br />will also need to address reclamation of any new or improved roads constructed on site. <br />9. The applicant states that pit will be mined in three phases. Please indicate these phases on <br />the exhibit(s), note the direction of mining and state the size of azea to be worked at any one <br />time. <br />10. Rule 3.1.9(3) requires that topsoil stockpiles be stored in places and configurations to <br />minimize erosion and be located in areas where disturbance by ongoing operations will be <br />minimized. In accordance with Rule 3.1.9(1), topsoil and overburden must be segregated <br />and stored separately. Please revise the exhibits to depict the location of the topsoil piles. <br />11. Please inform the Division as to how topsoil piles will be protected to prevent wind and <br />water erosion to include the dimensions of the piles and a temporary seed mixture. If a seed <br />mixture is proposed, please state the rate in PLS/acre, application method and timing of <br />seeding. <br />12. The applicant notes that the pit is adjacent to a gravel pit operated by Logan County Road <br />and Bridge (the Schumacher Gravel Pit, Permit No M-1995-063). Please state how mining <br />and reclamation plan will impact the Logan County pit. In particular, please state if the pits <br />will eventually join, or will be sepazated by a set buffer distance. <br />Rule 6.4.5 Exhibit E- Reclamation Plan <br />13. Please provide a reclamation plan for the proposed haul roads and access roads. Please <br />describe how the roads will be reclaimed, the depth of topsoil to be replaced and how the <br />drainages will be reestablished. <br />14. The applicant provided a recommendation from the USDA for a seed mixture to be used on <br />site. Please state the timing of seeding, the method of seeding, and state if the guide sheet <br />provided by the USDA will be followed. In addition, please specify the type of fertilizer and <br />mulch that will be used, the application rate and method. <br />Rule 6.4.6 Exhibit F- Reclamation Plan Man <br />1S. It appears from the reclamation plan map that the pit will drain towazds the southeast. Please <br />explain in further how the reclamation will tie in with the existing topography. <br />
