RECLAMATION PLAN (cont.) EXHIBIT E <br />A~'~~ <br />a vegetative cover will be employed to protect the topsoil from <br />wind and weather erosion and keep it free of contaminants so that <br />' it is useful for sustaining vegetation when that process begins. <br />The stockpiles will be located in areas where disturbances by <br />active mining operations will be at a minimum. The togsoil will <br />be handled as little as possible until it is replaced in disturbed <br />' areas. The operator will take measures necessary to insure the <br />stability of the replaced topsoil on graded slopes. Topsoil will <br />' be spread as evenly as possible. Fertilizers and other soil <br />amendments will be used as required in the reclamation plan. <br />' Revegetation will be carried out in such a way as to estab- <br />lish a diverse, effective and long-lasting vegetative cover that <br />is capable of self-regeneration without continued dependence on <br />' irrigation, soil amendments or fertilizers. The plan is designed <br />to create a vegetative cover that is at least equal in extent to <br />' the cover of the natural vegetation of the surrounding area. The <br />use of species native to the area will be included. <br />' Since the intended use of the reclaimed land is buffer zone <br />and non-critical wildlife habitat, the land will be restored to <br />' slopes commensurate with such use. Seed will be drilled where <br />ever possible. Where drilling is not possible, seed will be <br />' broadcast. The revegetation plan provides for the greatest probability <br />of success in plant establishment and vegetative development by <br />considering environmental factors such as seasonal patterns of <br />' precipitation, temperature and wind. Other factors such as soil <br />texture, fertility, slope stability and the direction in which <br />' slopes face, have been considered. Weed control is considered in <br />the program. <br />RECLAMATION. <br />The proposed use of the affected land is as it is now, part <br />' of the buffer zone around the Department of Energy's Rocky Flats <br />Plant and as a habitat for non-critical wildlife. <br />' Reclamation of the area mined will be carried out in seven <br />phases. Reclamation will commence immediately following completion <br />' 12 <br />~~ <br />
