EXHIBIT E <br />of each mining stage. The plans call for completing final grading, <br />fertilizing and seeding within one year of the completion of each <br />mining stage. When possible, planting and fertilizing will occur <br />in each planting year between the middle of March and the first <br />week in April. If spring planting is impossible and fall planting <br />is unavoidable, the operator will plant between mid-September and <br />late October. During the balance of thereclamation phase, reclamation <br />progress will be monitored and remedial work will be performed <br />where necessary. <br />As outlined in the Mining Plan, the site will be mined in <br />seven stages. As mining progresses through each stage, the slopes <br />along the perimeter areas will be left at or backfilled to 2:1 or <br />less so that as mining is completed, only minor slope work will be <br />required. This will also insure that if mining ceases at any time <br />before completion, a minimal amount of reclamation will be required. <br />A portion of the berm may be retained after reclamation is <br />complete. During the installation of the berms the front (outside) <br />face will be revegetated; where as the inside face will be seeded <br />with the grass mixture once construction will not disturb it <br />again. As the stage behind any section of berm is completed, <br />growth medium needed for recoiling and revegetation will be removed <br />from this inside face and spread over the stage. The disturbed <br />face will then be reshaped and reseeded during reclamation of the <br />remaining stage. The outside face will remain intact and will not <br />need any reclamation. Please refer to Map Exhibit F for the <br />typical cross sections of these berms as they would appear after <br />reclamation of a Phase is complete. Again, we are not sure if DOE <br />or Rockwell will approve leaving these berms after reclamation is <br />complete. If not the material will be distributed evenly on the <br />floor of the mine. <br />Other procedures in this plan are designed to minimize the <br />effect of mid-stage stoppage. An example of this is, the stockpiling <br />of soils on the setback areas so that haulage to the area of use <br />will be limited as much as possible to simply respreading. The map <br />13 <br />
