Legible copies of the Flood Insurance Rate Maps ("FIRM") through the <br />mine reach would facilitate the Division's review. <br />16. T'he applicant states that no on site crushing or screening is scheduled for material at this <br />time. However, Exhibit E- Mining Plan depicts a screening and crushing area adjacent to the <br />topsoil pile. Please clarify this discrepancy. <br />Rule 6.3.4 Exhibit D- Reclamation Plan <br />17. The reclamafion plan states that the post mining land use for the site is occasional grazing of <br />livestock. However, the applicant further states that the azea will be reclaimed to a small <br />recreation area along the East bank of the Arkansas River. The applicant further states that <br />future use may include picnic and group picnic azeas, supporting facilities such as restrooms <br />and pazking. If the applicant proposes a postmining land use of pastureland, the roadway <br />and pazking area does not appeaz to conform with this end land use, and should be revised <br />accordingly. If the applicant proposes a roadway and pazking azea for the River Park, then <br />the postmining land use should be changed to "recreation" and page 3 of the application will <br />need to be changed. <br />18. The applicant states that retaining walls will be constructed on site, which conflicts with the <br />statement that the maximum gradient of reclaimed slopes will be 3:1. Please describe the <br />retaining walls in further detail including dimensions, stability designs and depict the <br />locations on a map. <br />19. In the mine plan, ACA proposes to salvage and stockpile 6-8 inches of topsoil to be utilized <br />for reclamation and Exhibit E, Reclamation Plan states that a minimum of 4 inches of topsoil <br />be placed. Soil surveys provided in the application indicate that topsoil ranges from 11 to 12 <br />inches in depth {soil type DOD Dominson gravelly sandy loam, 1 to 9 percent slopes). The <br />Division recommends that all topsoil be salvaged from site, and redistributed at an amount <br />greater than the minimum of 4 inches (noted on Exhibit E) as proposed by the applicant. <br />Please revise the map, and text accordingly. <br />20. The applicant states that seeding will include some shrub species in the seed mix. The seed <br />mixture provided by the applicant does not include shrub species. Please include the shrub <br />species and indicate the proposed rates in pure live seed per acre (PLS). <br />21. The retention of the sediment detention ponds are proposed. as a component of the <br />reclamation plan.• Please explain in further detail the dimensions of tGe ponds (azea, depth <br />and side slopes) and meet the requirements of Rule3.1.5(h). In addition, please explain the <br />water rights associated with the ponds how they will function as a component of the <br />postmining land use. <br />22. The Division will estimate a cost to reclaim the site based on the information submitted in the <br />application. <br />Rule 6.3.5 Exhibit E-Map <br />23. The applicant provided a mining plan map and a reclamation plan map. The permit <br />boundaries for these two maps aze not in the same location. The reclamation plan map <br />
