PROJECT ALTERNATIVES <br />Three alternatives were reviewed in the development of this report. <br />The first alternative was to do nothing. Due to the structural problems <br />with the Dam and the possibility of failure of the Dam, this alternative <br />was deemed unacceptable. <br />The second alternative was to remove the Dam. This alternative is <br />desirable in one sense. The Company would remove the liability from <br />damages should the Dam fail. However, without the Dam, the shareholders <br />would be without adequate water for irrigation. The water the Company <br />receives from the Minnesota Dam represents approximately one-half the total <br />~J <br />irrigation water available to the Company. Therefore, this alternative was <br />also deemed unacceptable. <br />The third alternative was to repair the Dam. This is the recommended <br />course of action. The work will involve raising the crest of the Dam. <br />Raising the crest will allow construction of a spillway with adequate <br />capacity to discharge the high hazard design storm while maintaining the <br />required storage capacity for irrigation users. The upstream and <br />downstream slopes will be flattened and strengthened to provide adequate <br />stability to prevent failure during the high hazard design storm. A filter <br />blanket will be constructed on the downstream slope to provide a safe <br />drainage path for seepage through the Dam. <br />`J <br />i-4 <br />
