PROJECT SUMMARY <br />r1 <br />LJ <br />GENERAL <br />The Minnesota Canal and Reservoir Company has need to repair the Minnesota <br />Dam. An inspection under the National Dam Safety Program found that the <br />Dam's spillway is of inadequate capacity to discharge the high hazard <br />design storm. The Dam shows signs of seepage on the downstream slope and <br />further calculations have indicated that the Dam is unstable during a flood <br />which would overtop the structure. Due to seepage through the Dam, the <br />structure may be unstable in the steady state, i.e, if the Dam were full <br />long enough the phreatic level could rise to a point that could cause the <br />Dam to fail without overtopping. Zf the Dam should fail, the Ditch Company <br />would be left without adequate water. If this should happen, the farmers <br />who depend upon the Ditch Company for irrigation water could not expect a <br />reasonable return on their farming investments. In addition, an <br />undetermined but substantial amount of private and public property damage <br />as well as possible loss of life is expected should the Dam fail. <br />The Minnesota Canal and Reservoir Company was organized as a non-profit <br />organization March 28, 1927. The Company's water rights date back to 1887. <br />The Minnesota Dam is believed to have been constructed about 100 years ago. <br />There are 1,700 shares in the Company which serves approximately 2,100 <br />acres of land in pasture, fruit, alfalfa, hay and other crops. <br />• <br />i-3 <br />
