<br />'• <br />' .) <br />Paula Phillips <br />January 26, 1987 <br />Page 5 <br />o If the calling right received historic return flow (see Return <br />Flow Diagram - Drawing No. 1) then only consumptive use credit <br />can be used for augmentation. <br />o If the calling right did not receive historic return flow, then <br />the full diversion credit can be claimed. <br />There are a limited number of realistic call scenarios on Minnesota Creek. <br />Lone Cabin and other diversions on tributaries above Dry Fork and Lick <br />Creek do not, and cannot, place a call on the stream system. The most <br />important calls on Minnesota Creek originate from the Minnesota Canal, <br />usually from priority 20 for 32.5 cfs. Other Minnesota Canal priorities <br />(A119, G67 and J28) can also place a call. The second most important <br />calling structure is the Turner Ditch with its A98 and B11 priorities. <br />There is also the possiblity that the Lane or Stewart Ditch could put a <br />call on the Creek. <br />Tables 7, 8, 9, 10 and 11 present the augmentation credit available in the <br />Augmentation Plan to meet the call from the potential calling rights. <br />Administration Procedure <br />Near the beginning of each irrigation season, between June 1 and June 15, <br />WECC will determine the amount of retreat mined area under Dry Fork and <br />Lick Creeks. If there is no retreat mining and there is none comtemplated <br />for that season then the plan will not be in effect. in addition they will <br />determine whether that particular year is classified as "wet", "average", <br />_ or "dry" as defined in the Plan of Augmentation based on the April and May <br />flows at the Minnesota Creek gage. This information will be provided to <br />the Division Engineer and also entered into the depletion calculation <br />equations described in the Plan of Augmentation. <br />When and if it is determined by the Division Engineer that a legitimate <br />call, as defined in the plan is in efffect on Minnesota Creek, the follow- <br />-~ ing procedure can be implemented to administer the WECC augmentation plan: <br />. 1~ <br />,<...'. <br />r <br />
