1. Tops:~il will be removed from the buffer area and the areas on
which subsoil and spoil will be stocYpiled.
2. Enough topsoil will be stockpiled to adequately cover the
reclaimed area with a minimum of 10" of topsoil (see also subsoil
at 1D").
3. Tops~>il stockpiles that will be in place during the growing season
will be seeded by broadcasting ten (10) pounds per acre PLS, of

4. Remove and stockpile only enough topsoil to complete the first
stage of reclamation. Plan to reclaim each stage within one year
of topsoil removal. Topsoil loses its desired qualities after one
year.
5. Should topsoil stockpiles remain for more than one groxing season,
then each fall the pile will be lightly harrowed or raY.ed to
shatter and incorporate the seed.
6. Fertilizing will be required at a rate of 200 pounds per acre of a
prelled fertilizer such as a 16-16-16-20. Other prelled
fertilizer may be used at a rate to provide 32 units each of idPK
with 15 or more units of sulphur.
7. Upon final reclamation the topsoil and subsoil may be mixed as
the}' are applied.
B. Subsoil:
Ample subsoil (approximately 12") will (See item D) be removed and
stockpiled prior to removal of the under lying materials (spoil and
product~.on materialsl. Stockpiles will be placed next to the topsoil
